The only way someone can track IMEI's if you're the endbase that the IMEI is connecting to- I.E a Network operator for eg Verizon, or whatever cell tower the IMEI is pinging to?

Verizon (and others) sell this information. It's supposed to be used responsibly and only with the user's consent, but some malicious parties probably have access to it. He's just begging. An escrow deal would have paid him if he was able to do the work and he knows this. He knows he won't be able to complete it and wants to scam users out of $10. If it's "only $10" then I can say the same to him.

OP, don't expect that someone will pay $10 to random new account. There is no way how you can prove that your offer is legit. You can't find phone with only knowing it's IMEI code. You're just looking for naive people who desperately need to find their phone. If your offer would be legit, you probably would give free voucher to cabalism13 to prove yourself.
Only thing that you can do with IMEI - if you lost your phone, you can request your network operator to block your IMEI and person who have your phone will be not able to use it.

You guys are also missing the part where in some parts of eastern eu and Pyccкaя Зeмля there are police officials that will sell you this service for a couple of rubles. Just keep some money and a bottle of Abrau-Durso ready with you when you request such thing and you're all set. But sadly, most often times Abrau-Durso and the money is not worth the phone you wish to track.

If he tells you he will not be earning from it anymore and everybody will be doing it. OP will be the tracker and the finder so the owner will not be breaking any law i supposed. But incase he finds its location how will the owner be able to take it back in a right way specially if the phone has passed through many hands already, I mean, stolen phones being sold.

My friend's smartphone got stolen a few months ago. I tried to help him by using google services like finding locations but it didn't work.

How accurate your services on finding the lost/stolen phone to trace the location of the theft? Would it gives the exact complete address? I don't think so
I think, if you know the IMEI of the phone, the carrier has only the power to lock the phone.
