i dont think so, i mean there are alot of Russian girls there who go topless, i've seen some myself however it's frowned upon. Nudity is against the culture there so there is no such thing as an official "nude" beach, atleast not that i know of.

Yeah, but Goa is more of "little Europe" than it is India. At least I got that feeling.
