According to the forum rules, you can not post referral link. Please read the sticky on the meta board.

PS: You can ask users to PM you for the referral link. Once they ask then you are okay to give them the link, I guess.

Almost every single case of someone posting their referal link is against the rules, however there are a few situations which it is allowed. However, I'd recommend following what most users do around here, and add it to their signature. Posting it on a thread or reply will likely result in it getting deleted pretty quickly.

in the past i have seen similar things posted in Services board in form of a "job" where the poster gives a clear amount as payment to people signing up with their link and their topics weren't deleted. maybe a mod can confirm whether this is allowed for you to be sure.
