in general, there are some "news websites" but i wouldn't call it "official" because official news websites are run by the government.

BitcoinVN is a private company (various Bitcoin Exchange services for the Vietnamese market), the CEO is https://twitter.com/PhuongBitcoinVN.

Bitcoin Saigon does not have an owner, just the local community of Bitcoin enthusiasts, different people who build/maintained those pages.

However, some relations exist; e.g. BitcoinVN was besides Neutronpay and future.travel one of the three sponsors to make the Bitcoin Saigon Lightning Node a thing and some of the BitcoinVN team members are usually also around at the local meetups.
