In another step of trade war between the USA and China, recent days the IEEE officially stated about their restrictions on Huawei.
Compliance with U.S. Trade Restrictions Should have Minimal Impact on IEEE Members Around the World
In short:

IEEE complies with U.S. government regulations which restrict the ability of the listed Huawei companies and their employees to participate in certain activities that are not generally open to the public. This includes certain aspects of the publication peer review and editorial process.

Therefore, the impacts of this restriction is huge, but I think that we need more publishers (globally, except Chinese of course) in scientific areas react the same. For a long period of time, there are shady behaviors of Chinese scientists in stealing ideas or works of Eastern scientists via peer-review and editorial procedures. Basically, based on the scientific ethics, after peer-review procedures of articles finished, drafts of those articles have to be wiped out in order to guarentee privacy. Most of Eastern scientists obey the rules, but Chinese scientists won't.
Only IEEE's restriction is not enough to prevent Huawei steals ideas of Eastern scientists because other Chinese whom don't work for Huawei can steal ideas and share them with Huawei later. It happens around the world, not only in IEEE, but also in so many institutes, universities in Australia, USA, and more nations.

In a nutshell, I think not only the USA, but also European Union should act more determinantly and massively. They should recommend around 20.000 scientific and medical journals (not only IEEE) to launch restrictions on Chinese scientists to review or peer-review scientific articles. Chinese should not be easily allowed to see drafts of important articles.

There're so many restrictions on Huawei already and IEEE's additional restraint doesn't make Huawei worse. The more interesting thing is how Huawei reacts to them. Maybe here's the first: Huawei Buys Up Russian Company Specialising in Facial Recognition Tech - Report. Both China and Russia are on Trump's blacklist and now they come together. It's gonna be like Shu and Wu against Wei in China's famous "Three Kingdom".

EU is an important market of Huawei. The US - China trade war makes them stuck in the middle. I don't have a feeling that EU seriously wants to stand on Trump's side in this war. Unlike the US - Germany's car industry depends a lot on China. It's doubtful if they can bear the loss when playing hard on Beijing. I think Trump can see EU's dilemma and that's why he visits England.

I mean I don't really think the EU has much of a choice in deciding if they're going to stand with Trump. As he's probably using the might of the US - economically, and militarily - to force them into making a decision. Plus the fact that while the EU may rely on China for many goods, they rely on the US for a great deal more of services.

Plus the fact that China is also taking advantage of the EU as well, as they're stealing their goods as there are in the US, patent infrigement, etc.

I don't see why the EU wouldn't support this measure.

Oh, I missed this news. Thank you.
Whichever things happen next with the trade war between the USA and China, that led to other consequences in other areas, from scientific, export, and so on; the way Mr. President responsed with Chinese governments obviously shows that China has more vulnerable economy than we all thought before. Generally, Mr. President chose great things to do, and make the America great again. He actually can not be able to do all things at best, but his decisions and choices made so far are among the best ones. What happened with China reminds us things happened decades ago between the USA and Japan. I have a feeling like Mr Trump's core ideas and foundation for his political ladder actually originated since the past trade war between the USA and Japan. That's cool to see decades later, he became a president and applied nearly the same strategy that he raised long time ago.

These actions seem unfair to me...
Huawei is a company that brings a lot of value to people and the global economy as well. The world between the US and China should not be reflected in real businesses otherwise this trade war can be turned into a real war.

Is there any evidence that Huawei is currently stealing technology? I thought their technology was more advanced than that of the US, so it seems more likely that the US would be after their technology. I also believe that Washington is on a loser with these sanctions. It looks as if Huawei will release an open source operating system, and that it will free users from the spying activities of the major tech companies and the surveillance departments in Washington. I look forward to purchasing a faster app free Huawei phone in the future.

All these sanctions are diminishing the US, and helping the building of a "new world order " based on Asia and Russia, The sanctions against Russia led them to create a thriving farming industry, and an economic recovery. I'd far rather buy healthy Russian chickens than US chickens that have been washed in chlorine, in an attempt to destroy the diseases they developed as a result of high volume production farming.

China and India are likely to dominate the phone and communications markets in the not too distant future, and Trump seems determined to accelerate this.
