So the story unfolds like this:

We paid askgamblers.com 418 USD for a well brief article for our casino on their website. The guy"Andrew Kiyosaki" so called the editor well communicated to us over the email and telegram. We agreed on few things:
_______________________________________________________________________________ ____________________________
1.He told to pay in BTC, I after discussion with my Manager was ready to pay in Paypal as i wanted protection from my side.

2. He told he will give a genuine review wit pros and cons. I tried to explain him what he thinks cons are just few development away and will be implemented in next phase of our casino development.

3. I waited for my manager's call to pay him.

4. Just before paying him, i told if he could be some easy in writing review, i would appreciate it, and would it be possible for us to review the post before it is made public? To which he replied No, we are not shills.

5. Seeing the google rank and Alexa rank , i was convinced that this is a good change to get on review list, whereas what he thinks the delays in withdraw are just a few development away from implementation.

6. I sent him money on 8th June 2019, from then on Saturday i pinged him on telegram. He then started abusing and said we are not shills who write fake reviews. I replied we are not saying you to write fake reviews. He blocks me on telegram.

7. I sent mail to Andrew.Kiyosaki84@askgamblers.com , that too is not getting delivered now.

8. Though i have charged back on Paypal, i want to warn you guys that before this dispute gets settled, please don't trade with them.

It seems like there is something missing here. What exactly did you agree to pay for and when was it supposed to be delivered? Was the deal really to have it done in one day on a Saturday? How do you know the "guy" is what he claims he is (editor on that site etc)?

Your attempts to push for a positive-only review sound fishy unless "fluff PR piece" was the deal.

The deal was to be delivered by Saturday and today is Monday. We had been talking since 5 days about this.
It was a PR post, but genuine from editor's point of view.

What prompted them to say that "we are not shills"? Did you go out of your way to insist on including something positive about your site?

If the deal was indeed this, then Paypal will most likely entertain your case.

And assuming that you paid as goods and services, the dispute will most likely settle to the benefit of your side given Paypal's track record of siding with the buyer the majority of the time. In the future, when dealing with someone that you don't personally know or trust, always set out clear contract details especially when it comes to these review pieces, which can be heavily based on opinion.

I don't believe in any gambling blogs or websites reviewing casinos apart from their official threads on bitcointalk. Meanwhile, askgamblers seems like a good SEO optimized blog but that doesn't mean they're not shilling for some of the casinos reviewed on their website. They literally are leading newbie gamblers to the websites which have a history of scamming. I don't know if you asked for a fake review for your website but I'd like to hear their part of the story as well. They shouldn't have any problem giving you  a fake positive review since they're already done that to other scammy casinos.

do they have account here in the forum? would be great if they have one so we will know the two sides of the story.
but tbh, most of the blog or review sites are getting paid with their jobs. so total honesty is not to be expected from them at all!
