Why so strict rules for US investors from exchanges, Is there any rule by US govt to not invest in exchanges or it is by exchanges itself?

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

As far as I know, it's all about the SEC decisions. The SEC imposes a number of sanctions to protect its investors. I think the process will continue in this way until a legal regulation to be published in the USA.

Exchanges fear financial regulators could kill their exchanges, hence the proactive step to stop US traders which is fine for the system. Let compliant exchanges apply for services in US soil just as Binance is planning. No CEO wants to face US sanctions.
