You can get your account back, but let hacked account continously abused over two years or more is terrible. I believe if you follow steps required and guide by new account recovery procedures, you might get yours back (if you have enough proof of ownership), but yeah I don't think negative trusts, flags will be removed. Whatsoever reasons are, and real owner did not scammed, hacker user hacked account to scam others. So, consequences for people whom got scammed is real. I don't think owner can do any sort of compensation for people whom lost money for hacker.

Account owner claims to have been hacked twice within a few weeks and both times there was a scam attempt by the alleged hacker(s). Account owner doesn't take responsibility for the damages. Avoid any deals with this user.
