Even if the Chinese government is able to have their way by ensuring the Philippines government ban gambling, it does not mean the people will stop carrying out their gambling actions. What they would successfully do would be to create room for it to be done under the radar and from the preying eyes of government and its agencies. It then also means loss of revenue to the government of Philippines that would have been generated from the issue of licenses and other fees they would be obliged to pay because you cannot ban and still expect revenue from that same source.

It is a good point and this is the perception I also looked at from. There is a saying that a horse can be forced to the rivers but difficult to force to drink water. You can force them to ban it but what makes you think they will not find alternative means to play?

I think that the Chinese went to the extreme and I am very disappointed in such action but I only hope Philippines will not be under pressure to actually ban gambling in their country. I doubt if gambling was generating revenue for Philippines, if it is, then definitely, they will not even pay attention to Chinese government, they both have their territory.

Even if China urges Philippines to ban all online gaming if the Philippine Government supports it, the Philippine Government will not impose a ban. More likely it will be regulated than ban. I see there's a sudden increase of Chinese workers here in the Philippines for POGO and I heard operators of POGO are even planning to turn an island just for POGO.

That's good, the bigger it will become the bigger the taxes collected by the government.
Maybe this is the reason why Duterte suddenly stop the operation of Lottery one time because he knows even if Lottery will be gone, the government can still make a lot of money from POGO. I don't think they (POGO operators) are paying bigger taxes or the government is earning more from POGO operations than Lotteries. Philippine Lottery was stopped for a few days because of corruption within their ranks so they have to clean up the officers then resume operations. The problem with the sudden rise of POGO in the Philippines is the employees which are Chinese nationals, I don't know if they are paying their taxes right and sorry to say this and I am not generalizing this one, they don't follow building regulations like smoking areas, where to throw away their trash and I heard they are not paid properly by their employers, not sure if its true. Some of them are even brought here in the Philippines not knowing they will work in POGO industry.

US maintains its threat in our region with the militarized GUAM which is few miles away from Phils. China claims their own on the otherside of Philippines. If philippines take sides on any of the two and follow which country says, we Filipinos are doomed. Our country will be the battle field.

Because of the changes, the Philippines has also become a great tourist destination, not just to those who want to enjoy beaches and the nature in the Philippines, they can also now enjoy gambling in the Philippines.

The increase of tourist and foreign workers in the Philippines is a sign of development, this only means that the government now are allowing opportunity to come in the Philippines and does not allow monopoly from corrupt big businessman in the Philippines. I think that was a good decision from the president although I do not agree, seeing how he manage the coffer I am ok with taxing these Chinese and the online gambling operation, the Philippines should have their own network of online gaming so they can also employ Filipinos, and not these Chinese coming here, some of them are bullying local people and not following ordinances from the local municipality.

I don't think the President will see it as a good idea, he even complain that there's a lot of corruption in the government own lottery, how much more if they will add another gambling business own by the government. Indeed. Since POGO is still legal in Philppines, labor code under the constitution of the Philippines should be implemented there. Hence, there should be a given order that limits Chinese employees there. Otherwise, chinese workers could be inferior in Filipino's own land causing more population of unemployed Filipino workers.

Cheap labor is not a cause of problems in a country. Thats a common fallacy but the availability of cheap goods overall isn't really a negative to an economy that is open and productive to use them.
   The viewpoint of workers often is less supply of plain labour means they will have to pay us more but a company only has so much money to distribute in its costs vs revenue and profits.   Restricting companies generally will yield a weak economy incapable of surviving changes in global demand, its a hard point to stress as many people have a bias towards immigration controls but its fairly certain tax paying workers is not a negative that some think and is not a cause of lack of work or unemployment.    
  There is global GDP growth which means any country operating correctly, efficiently and dynamic enough to adapt should be able to gain some of this business growth available.   We really have to look towards the negatives more then labeling people as they are not this.   We have a similar argument in Europe even in united countries that should be more open to cross border trade.

True, they are chinese citizen but they can always have their business outside china and those business are subject to the laws of regulation in a certain country where they are operating, in this case, the Philippines.

Chinese citizen had been gambling any where in the world, if it doesn't happen in China where the law is amended its not illegal. Many Chinese goes to Macau to play in Casino and they also do that here in the Philippines where most of them are rich businessmen in our country. They are even partly owner of these POGO. If there is an extradition agreement between Philippines and China, a lot of these Chinese gamblers would have been executed already.

Exactly, the rules that this Chinese citizens who's doing their business is inside the Philippine jurisdictions, meaning to say that they only need to answer and follow those laws accordingly, and with that, those Chinese operators are not being urge to be ban and stop their operations as they still following the guidelines under the umbrella of Philippine constitutions regarding to the ruling of online gambling.

I don't disagree with you about the gambling company been submitted to the rules and regulations of the certain country where their company is established/licensed but the Chinese rules were to restricted their citizen from gambling in or outside China.

It's true that some chinese citizens don't follow the rules and regulations of the Philippine Country and in result the government of china will think that they are considered as slave or getting hurt in working or doing business in Philippines. How come Chinese do not follow the rule of Philippines or any other country ? They are going to Philippines on their own will and Chinese government do not want this to happen. If they are so concerned about it, why not Chinese government offer better employment opportunity in their own country.
