Did you report the whole thread? Basically the fake conversations are not 100% proof that the thread starter is using bumping services, that's why sometimes your reports are marked as bad. If you report all the posts in the thread then they will be deleted. That's all you can do.
For me the most logical thing is if the thread starter does not report the fake conversations in his thread then most likely he is using the bumping service. I hope the mods think the same.

Another approach is to search for plagiarism, especially from jr. members and higher.

Most of them are lazy and copy/paste from various sources.

I reported this one for example: (banned)

Copy:
~~~
A two-factor authentication function is an additional resource that allows you to receive additional protection of access to your account, even if someone knows your password. When you log in to your account, you will be offered to enter two pieces of information: your password and a 6-digit authentication code. A new authentication code is generated every 30 seconds by an authentication application. We strongly recommend all our users to enable this security feature to prevent any potential unauthorized access to your accounts.
Positive side effect: with the recent changes, newbies have no bumping power at all. (Bumping changes on some boards)
With reporting them for plagiarism you're drying out their accounts with merit, who have some bumping power.
have you tried reporting one post from each user with "low quality post, check post history" as a comment
if the report is accepted as good, those newbie accounts will get nuked and all their posts will be deleted
but as mainconcept said, finding copy pasted contents will be the effective way to stop them (get them banned)
The list
The following users have posted x times in https://bitcointalk.org/index.php?topic=5185065.0
This does not mean they're all bad users.
Merit is based on last Friday's data dump. I only show Merit if there has been at least 1 transaction. If it shows 0 Merit, that means the user has sent Merit, but didn't receive anything.
Trust is only shown if it's non-neutral.
Fake conversations can sometimes be a little hard to determine, and its ultimately down to the discretion of the moderator who dealt with the report. Sometimes, it's worth letting the fake conversations drag on a little so there's a little more substance to the report. Anything which is constantly asking the same questions fake or not should probably be removed. If you expect a user is participating in fake conversations, always report it. Don't worry too much if your report is marked as bad.
The previous coinsbit thread was deleted with all posts removed from users post count.
It was deleted because of the fake conversations and bumps but the coinsbit / p2pb2b scammers have returned with another thread full of sock-puppets.
Why have the moderators not deleted the new thread even though it is about the same scam exchange and the same process of fake conversations taking place albeit with a new group of sock-puppets?
Most of the sock-puppets are also posting propaganda in the "Soverain" thread too: https://bitcointalk.org/index.php?topic=5177723.0
