yes it's true, there is possible that coin will grow up big once their project is successful. If you have coin that has low volume while the project is still going on then hold that coin, chances are the value of the coin will increase. 

No volume means there are no interest any more in particular coin. A good altcoin should have a daily volume even the market is in bear market ,if you see that the coins has volume this is only means that this project is  still continue doing something and its just waiting for the right time to increase its price.

Such developments are possible but very difficult. At the time of the BTC, the market was much smaller and there were few choices to influence volume. For example, at that time there was no such thing as a big exchange.
