first of all i am newbie.you all already thought that i a scammer. but my answer is :
i have a little business in online thats why i need some btc.but other website btc rate is too high.

Yup, even you are trying to buy BTC at Localbitcoin with PayPal, rate Bitcoin always higher than you are buying at exchanges. Another way, you can try to put a buy order, maybe someone takes your order, of course using this way need longer times. Paypal's sucks methode on unsent balance or funds. since you were newbie then whitout a history or reputaion trade. Im not sure you could get what are looking for, since you have desire for 1:1.

Best suggest for me, you could withdrawal your balance paypal to your bank then buy bitcoins. convincing you as trusted people by share your data / identity it's useless.

i know bd had lots of scammers.(i also faced lots of scammers).but in bd huge people do freelancing and online various business. and paypal does not allow bd but we had many people outside bd they do business with us.

You will find people are free to say whatever they want on this forum. Unfortunately for you no one is going to trade PP with you as a newbie - with a self moderated thread. If you really want BTC then you will need to use the methods available to you. Until you build up some form of reputation that will be paying the fees involved. Hell, I still pay fees, between maker and taker pricing if I'm buying. It's the nature of the beast, when anyone can hack a PP account make a trade and disappear. To be clear I wouldn't make a deal like this regardless of the country someone says they are from, to risky.

This looks like it was a bad choice to accept PP. Depending on the business you conduct you can find different payment processors or set up a method for your customers to pay you directly. I did a quick search and here's an article that has some options if you scroll down a bit.

That's why you shouldn't accpeting paypal. I've another tips, might be take a long time to being processed.
Call your friends for those able to withdrawal paypal to bank, or may you could use a service on this forums to help you out(make sure you have deal with trusted member, not guarantee but at least their have good reputation).
-Take a long time to withdrawal.
-You at least need to pay fee for thrid-party.
-And you can go out forever from paypal system.

Not sure who you are dealing with but using escrow for these transactions works and it doesn't. The BTC should really be held for a long enough time to ensure there will be no charge backs. Not sure who on these lists deals with escrow involving paypal but you can reach out to whoever you and your trade partner are comfortable with.
