The IEOs are being take place in an exchange. You can already buy and sell the IEO tokens or coins as long as the exchange give us permission to trade. IEOs are good for scalp traders because they can just do a quick buy and sell or wait for a few days before they sell since there is always a hype for new IEOs.

If I have spare money and have two choices either invest in IEO or exchange I will prefer investment in old big project coins rather than IEO, as almost all new coins which are now in exchanges have less price than offered in IEO.

I was thinking to do it but then I thought that if I will start any business with that $2000 then I will earn much bigger that what we receive as interest in lending. In binance it will be secure but if you will lend on any other place then you will always have a worry that he may default and you will lose all of your money. I will suggest to start a business instead of lending for that amount.

I think you just hit the bad luck when it comes to finding IEOs. IEOs could potentially lessen scams anyway because of the requirements they need to submit. Unless  that devs could fool a large and reputated exchange like Binance, then I think you should be okay for now at least.

It is also much important that we look at the potential of exchange that how the trade is going on that exchange. If the IEO is started on a high volume exchange then it is very beneficial to invest in that IEO because on high volume exchanges the value of the coin do not drop but gain more value with the time and give a good profit to the investors.

Lending your coins doesn't guarantee anything but losses. I'd prefer to stay away from lending if possible, although they are trying to not scam you but we have to actually minimize the risk. Also lending your money is not worth with the risks you have to face.

Buying after the end of IEO and exchange listing is good but with the upcoming halving event i dont see that as a productive strategy when people can easily make good profit just by buying in dip genuine and good concept long existing cryptocurrency. Besides, there are some good altcoin that offer dividends.
