Are you trying to clone tron or make something different entirely?

If these are the questions you have to ask then you're going to want to do some serious research or work with and hire some competent coders. Nobody will take a project seriously when the creator didn't even know how to make what he/she wanted.

The good news is there are a million useful resources for you here and elsewhere on the internet.

It is better to hire an IT team, never try to create something that is not your strong point. That's one of the ways to start a business that I know is successful.
so, you need to have IT team. It will be quite complex in terms of personnel and you also need to have experience in IT to be able to manage them in the best way.
