I have little amount in bitcoin $279 and Ethereum $72, so where i can invest now? IEO/ICO or old coins in CMC?

If you want give me suggest for IEO then you can explain, which exchange best for a successful IEO.
Basically ICO no have good position now this time, so another chance making profitable for OLD coins?

To be on the safe side, it's best you still hold your BTC and ETH, but you can check out IEO on OKEX, Gate.io and Binance (that's if you can be patient enough, do what's needful and buy in). I can't tell you a specific coin to buy since I'm not an investment advisor, but you can look into XLM and BCH, there are good picks for me.

I highly suggest to you to invest in IEO. Old coins in CMC well if they are in top 10 still then dig right into it. I am not quite good at partitioning investments well, I suggest leave about 40% or 50% of your total fund in Bitcoin, so, you have a total of $351 let about $175 or $140 in Bitcoin and the rest are in 10% to 5% each depending on your chosen alts. If you are only interested with this idea 'cause if I were you I'll leave half of my fund be in Bitcoin and the rest are in ten or five percent.

My suggest is that you should trade first, and choose an exchanger / market that already supports IEO like Binance. It's extremely difficult to determine which of these will be profitable due to the amount of fake marketing and hype that most of these projects generate. The only ICOs and IEOs that are almost guaranteed to pump are those launched on the Binance Launchpad, but those seem to have slowed as of late.

Instead, you should just stick your money in a trusted index fund, eToro have a few. They'll probably do better than any single ICO, since the odds of you getting ruined are high.
