If the team want to remain anonymous that's their choice.
Their stated reason is:
All our team members are engaged in other blockchain projects, some of them quite well known. We'd like to keep 2Ether separate from those projects, so that in the eyes of the audience it doesn't become mixed up with other things we do.
which you may consider plausible or suspicious, that's your choice.
Potential investors may take it as a negative factor when they do their due dilligence. Once again, that's their choice.

Very true, it happens every day, which is why it is important should you feel a project is a scam, to give clear reasoning and not just rhetoric.
With regard to the one you post about my initial reactions are
1) the bounty program looks fairly well organized and they avoid my pet hate of using a fictitious $ value for it.
2) does the world really need another Ethereum fork?
