It's more than 60%, it seems the Brazil customs charged twice
The first time they charged 60% of the total value(Miner value plus shipping cost)
The second time they charged 25% of the total value plus the first tax.
For example, if the miner value is $800 and the shipping fee is $200
The total import tax is : ($800+$200) * 60% + [ $1000+ ($800+$200) * 60%] * 25%=$600+$400=$1000

its 43%. I was charged 43% on my avalon nano 3 99$.  
then fedex charges 10%+18% gst for customs clearance.

In Russia, for example, buying an ASIC officially will cost more than buying the same ASIC from a reseller. If you need official documents for official mining, it's cheaper to buy from an official store. However, if you don't need documents, such as for solo home mining, it's cheaper to buy equipment from undeclared suppliers and get a discount.
