Luckily I was able to pull out my.assets in that exchanges but still have little amount of xrp left but unable to withdraw it. Even before they were having an ICO, the exchange kept on malfunctioning that lead to multiple maintenance I think from there you can clearly see that there was something wrong.

This was a dead exchange.  Unfortunately I was a victim of this.  I also lost some ETH worth $20.  After converting unlocked BCNEX to ETH, I initiated withdrawal, till now the ETH still hanging and the exchange is dead.  It was very disheartening that this occurred because many had lots of trust in this exchange when it was launched.

Bcnex exchange isn't very new exchange, why some people don't use this exchange. Without any IEO, Bcnex was successful in 3 round BTC, Ethereum and Ripple. Withdraw was off last 4-5 months and website is under maintenance. If Website is under maintenance, why they don't answer in telegram group. Everything is looks scam until finish maintenance.

Bcnex had so much hype, is till remember this exchange project from the time of their ico and even they had multiple rounds of bounty campaigns as well.
It is a shame to see such a project ending up as scam after deceiving thousands of people. I think there should be some easy and online way to complain against such projects and people behind them so that they could be punished, we need to devise a way out to stop the scammers.

It's not only might be possible but it's very possible to happen. If someone can report this and it's better for them to report this scam project. 18 million dollars are not a small money.

So many people have already reported it and created scam accusations to the developers but until there's someone who can take a legal action against the team and the team will never try to refund all of money that raised during the sale. A legal action is needed to make it happens.
