Absolutely wrong, please look back at 2019. The price of Bitcoin has increased from $ 3100 and went up to $ 14000. When there is a big pump then altcoin can go up but if the market hasn't shown its bullrun then I think altcoin will be normal even more likely to go down when altcoin has gone down it's hard to get up again.
If it follows the price of bitcoin when it rises then I think it's just a pattern of trading not from investor demand so altcoin is to be guessed in which direction it will go in the short term altcoin will be better.

I don't understand what you are even saying. Why would altcoin purchases have any effect on bitcoin price going up?

actually it won't be that easy, because when bitcoin went up some at the end of last year and altcoin didn't manage to follow it. this happens but can not be with the appropriate percentage so it will not be easy in the action. need research on this, but altcoin with good volume can usually follow the flow of bitcoin prices.

Bitcoin's price is the one that will first go up, altcoins then will follow, Bitcoin's dominance will still carry the weight on the price of altcoin,  but not like what happened in 2017, only the best coin will remain and will follow Bitcoin's price so go for Bitcoin first, then pick the best coins in the market.
