The number of investors is limited and has remained stable for the past couple of years. Once there is a good sign of growth or rather huge pump in the market new projects will start coming out so as to participate in what lies in the blockchain world. However on this new projects, only a very little number are out for change, out to contribute and out to offer something good while a huge number are out to manipulate and feed their pockets with investors money. Therefore one needs to be extremely careful with these new projects, take time to study them, ask questions, check out the team so as to be sure you are doing the right thing.

Only Bitcoin can push altcoins price either fresh coin or old coin. This effect isn't applied instant or all coin at a time. Bitcoin halving isn't any scam announcement. New projects doesn't want to show anytime in coinmarketcap when their project plan is average. Extreme level good projects are also showing in good CMC.

Bounty campaigns with BTC rewards are very rare, usually projects with very high potential to use this method, participants are limited and the rules are quite difficult. Don't give up, there are still many other strategies that we can use to minimize the risk of being trapped in a scam project, for example by choosing projects that are product ready, already listed on the market, IEO on potential exchanges, etc.
