You can either:

1. Ask the receiver for a non native segwit address (starting with a 1 or 3).
2. Send the coins to another wallet you own, that supports sending to bc1 addresses (e.g Electrum), and then send to the address.
3. Export your private-keys from Jaxx[1], import into Electrum[2] (or any other wallet that supports bc1 addresses), and then send to the address.

3. Export your private-keys from Jaxx[1], import into Electrum[2] (or any other wallet that supports bc1 addresses), and then send to the address.

OP, you can also import your jaxx wallet into Electrum using the seed you already have.

Install Electrum from its main source.
Select "standard wallet" and then "I already have a seed". After than enter your seed.

You should consider stop using jaxx.

There is a vulnerability in jaxx which allows anyone with a few seconds of access to your computer with your users privileges to extract the seed of your wallet.
The developers are aware of the vulnerability but refuse to fix it, because "security relies on your device". This is partially true, but a completely retarded statement to make. Especially in the crypto scene.
This wallet offers the same level of security as storing your seed and private keys on a text file on your desktop called "privatekey.txt".

Just stop using jaxx. If you want to use a lightweight wallet, switch to electrum or wasabi.
Both are way more secure than jaxx.

You can select "Legacy" when creating your wallet to generate one that uses addresses starting with a 1.

As mentioned by TryNinja, in order to have addresses start with 1, you should select "Legacy" when you are creating your wallet.

But instead of sending your coins to a legacy address (an address which starts with 1) in Electrum and then sending them to a Segwit address (an address which starts with bc1), you can import your jaxx wallet into Electrum and then send them to the segwit address.

If you do so, you will spend less fee. Because you won't have to make a transaction to send your coins from Jaxx to Electrum.

First, you need to backup your seed phrase in Jaxx wallet. Below is the guide.
How can I get my 12-word Backup Phrase?

After you backup your seed phrase, go to Electrum. Instead of selecting "Create a new seed" select "I already have a seed". Then enter the seed-phrase you extracted from Jaxx wallet.
In this way, you will access your coins without any need to make an extra transaction.

it was not working
The best to do is to spend my bitcoin on jaxx wallet, then to cancel the wallet, go to a ATM bitcoin machine to get new bitcoins and put them to a new wallet

I don't understand why you need to spend those coins now and purchase new ones from an ATM. What happened when you tried to import your private keys into Electrum? Tell us in detail what you did. Did you follow TryNinja's advice above and what went wrong?

Have you clicked on the links and followed the instructions he posted?

Jaxx supports BIP39 mnemonics does it not? Huh

Simply importing the 12 word backup phrase into Electrum using the "I already have a seed" and "BIP39 seed" options when creating a wallet in Electrum should be enough to clone the Jaxx wallet.

Once you have it in Electrum, it would enable you to send to "bc1" (aka bech32) addresses.

Get your Jaxx Liberty Backup Phrase if you don't already have it: https://support.decentral.ca/hc/en-us/articles/360006407953-How-to-see-your-Backup-Phrase-in-Jaxx-Liberty

In Electrum, select "File -> New/Restore", then enter a new name like "Jaxx_Clone" and click "Next":

Then select "Standard Wallet" and click "Next":

Then select "I already have a seed" and click "Next":

On the next screen, click "Options" and make sure that "BIP39 seed" is checked:

Then enter your Jaxx backup seed and click next, NOTE: it should say 'BIP39 (checksum: ok)':

Make sure you select "Legacy (p2pkh)" and that the derivation path at the bottom says: m/44'/0'/0' (it should say this by default when you click legacy) and then click "next":

Create a password and click next and your wallet will be created with the same addresses as Jaxx Liberty and you should see all your coins/transactions/balance:
