Follow up on this, eto yung mga target beneficiaries ng 200 Billion pesos social amelioration program (see image). Php5K-8K ang maibibigay sa low-income households sa loob ng dalawang buwan in the form of cash and food items. Ang rate ay naka-base sa minimum daily wage per region.

Napakagulo ng sistema ng proseso pagkuha ng tulong na ito. Dami kong nababasa na reklamo tungkol dito. 200billion fund is huge help pero sana dumating talaga sa mga kababayan natin.

Ang mga tanong ko dito na hindi malinaw ay ang mga sumusunod na tingin ko dapat bigyan nila ng klaro.

  • Sa isang pamilya ba iisa lang ang maaari makatanggap ng halagang 5k to 8k? Since sa loob ng isang bahay ay maaaring mayroon mga individual na pasok sa requirement
  • Yung pag claim ng fund, masyado siyang vague, dahil ang nababasa ko ay thru bank account, ang pagpapadala sa mga approved nito, yung karamihan sa mga informal settlers, hindi gumagamit ng mga ganyan, so dapat ipadala nila mismo ito sa mga mabibigyan
  • Ang pinakaimportante, bakit may discrimination na dapat yung mahihirap lang ang makakatanggap or ipapriority? Masyadong unfair ito, dahil kahit yung mga may work or may kaya na tao apektado din at namomroblema din dahil sa issue. Yes priority ang mahihirap at need ng tulong pero, the fact na yung mga nagtatrabaho ay mga nagbabayad ng buwis, ay wala manlamg maramdaman sa ating gobyerno

Like ruling on how many per househould, which obviously they will not grant.

So sad pero nakikita ko na ganito lang ang mangyayari sa SAC program na yan.

I suggest na focus ka lang magbasa sa mga facts at huwag paapekto sa mga reklamo dahil Hindi mo din naman alam kung sinunod nila ng tama yung proseso.

1. Per household so yeah per family yan. Pero not necessarily per bahay ang bigayan dahil pwedeng dalawa o mahigit na pamilya ang nakatira sa isang bahay.

May karapatan din naman magreklamo ang mga working class na nagbabayad ng kanila mga income taxes at hindi naman masisi.

IATF Launches RapidPass System for use in checkpoint para malimitahan yung contact between mga frontliners/others allowed to travel natin at mga taong nag-mamando sa mga checkpoints. Ayon sa virtual presser ni Sec. Nograles kanina, tested na nila ito sa field with the help of PNP/AFP at i-roll out na mamayang hapon (4 PM according to the developers Devcon Philippines).

Under the system, frontliners in the checkpoints will use a QR code scanner to scan the unique QR codes that will be given to qualified or authorized individuals or vehicles. They can immediately pass the checkpoints after their codes are scanned.

The individuals exempted from the quarantine restrictions can request for a QR code through the RapidPass.ph. Once the request is approved, a unique and secure QR code and control number will be granted to each authorized person or vehicle.

The said QR codes can either be printed and placed on their vehicles or just show the codes on their smartphones to the frontliners manning the checkpoints.

Government eyes Mass testing by April 14 according to the chief implementer at the National Task Force on Covid-19, Carlito Galvez Jr. Ang focus muna ay lahat ng mga PUIs at PUMs. With more tests to be done, huwag na tayong magulat kung tataas pa lalo ang confirmed cases natin. On the bright side, mas mapapabilis na din ang pag-isolate at paggamot sa kanila.



We are less than two-weeks away sa ending ng ECQ pero sa tingin ko ma-extend pa ito ng at least two weeks.

Well, nobody has brought up the reason why the Philippines is once again in the international news, so I thought I'd mention it, perhaps its easier for me to do so being the foreigner.

Understanding testing for COVID.

Warning, this WILL make your head hurt if you don’t have a science background. Heck it makes MY head hurt, but I cannot explain it any other way.

1. Mass testing is not testing everyone. It is “risk-based” testing. Basically, you test people in increasing circles of risk: test the PUI, then the close contacts, then the community. It is not a shotgun approach because no country can test every single citizen for COVID-19. So we need to figure out our priorities for testing, and WHAT TEST to use. You CAN’T test 100M people, but you can test the MOST AT RISK.

2. Understand the limitations of testing. No TEST is 100% accurate. There are trade-offs. The probability that a test is positive when the disease is REALLY present is called the SENSITIVITY. The probability that a negative test actually means the disease is REALLY NOT there is called the SPECIFICITY.

3. A good sensitivity means that a test is able to detect disease MOST of the time if it is PRESENT in a patient. Having a negative test when the disease is PRESENT is called a FALSE NEGATIVE. In other words, the test failed to detect a sick person.

4. A good specificity means that a test is NEGATIVE MOST of the time if there is NO DISEASE in a patient. Having a positive test when the disease is ABSENT is called a FALSE POSITIVE.

5. FALSE NEGATIVES are harmful because you say that someone is COVID-19-free when he actually has COVID-19 so that patient will be free to spread the disease.

6. FALSE POSITIVES are harmful because you will put a patient WITHOUT COVID-19 in the hospital, possibly with REAL COVID-19 patients such that the patient can get COVID, or be isolated needlessly.

7. So how good are the tests? There are two tests we can use for COVID-19 – RT-PCR and antibody tests.

8. RT-PCR is considered the best test for diagnosing ONGOING COVID-19 infection. PCR itself is very sensitive and specific, >90% for both. HOWEVER, the TYPE of specimen and the stage of disease (how many days with symptoms) can affect how often a test is positive. So for RT-PCR, using a nasopharyngeal swab in a patient WITH disease, the probability of getting a positive test is only 63%. So you will actually MISS 37% of cases. This is why we can do a REPEAT test after 48 hours in a patient who is getting sicker of what looks like COVID, but was NEGATIVE on the first test. The DANGER of RT-PCR is a FALSE NEGATIVE and you can end up clearing someone who actually has COVID-19. This can happen in UP TO 1/3 OF PATIENTS so its not a perfect test.

9. RT-PCR is also a highly technical process that not only involves having the right machine and kits, BUT also the proper SAFETY INFRASTRUCTURE like a BSL2 laboratory. Many labs and hospitals HAVE RT-PCR machines but they do not have the biosafety infrastructure.

10. Antibody tests include PRNT (Plaque reduction neutralization test, the gold standard), ELISA (enzyme linked immunosorbent assay) and lateral flow IgM/IgG. The first two are LABORATORY based assays and the last is a point of care rapid diagnostic test (POC-RDT).

11. As much as we would like to use rapid lateral flow assays (IgM/IgG) because of convenience, NONE of the lateral flow assays have used the industry standard PRNT assay as a gold standard. In other words, we have NO IDEA how good they are despite their claimed sensitivity and specificity. The biggest danger is that because it takes 5 to 10 days to make IgM antibody, the test has a high FALSE NEGATIVE rate in those who just started having symptoms. And so you will get a FALSE SENSE OF SECURITY and end up passing the virus to other people and your family members.

12. The OTHER problem with the lateral flow IgM/IgG is that there are other HUMAN CORONAVIRUSES that cause the common cold, and some antibodies against these viruses may CROSS-REACT with the test, giving you a FALSE POSITIVE, which is bad for the reasons stated.

The BOTTOM LINE is NONE OF THESE TESTS ARE PERFECT. FAR from it. Tests INFORM your response, but they still need to be INTERPRETED in the right context.

To the lay person, they think that a positive is a positive, and a negative is a negative. To us clinicians and scientists, they come with HUGE caveats in management. There are times we WILL NOT believe a test result because it is NOT CONSISTENT with the patient’s clinical picture. If we let ourselves be mislead by a test result without USING OUR BRAIN, people will DIE. And this also holds for doing public health strategies and mass testing.

I do hope this gives the public a glimpse into how complex these decisions are, and that no matter how much the public clamors for something, it isn’t always in their BEST INTEREST to push the issue over what is SCIENTIFICALLY SOUND. Thank you.

Nakakatuwa na nagumpisa na ang distribution ng SAC program sa Paranaque City. I expect na sa mga susunod na araw pati yung ibang mga City ay magdistribute na din, since sila ang kaunahan na naibalita means mabilis ang galaw ng Local government sa lugar na yan. Hula ko Quezon City ang kulelat sa ganito dahil medyo kakaiba attitude ng Mayor nila.

Nakakatuwa na nagumpisa na ang distribution ng SAC program sa Paranaque City. Hula ko Quezon City ang kulelat sa ganito dahil medyo kakaiba attitude ng Mayor nila.

Gandang balita naman nito. Panigurado marami na rin ang susunod sa ginawa ng Paranaque, may nag lead na e. Madalas kasi pag wala mag i-initiate, walang progress na magaganap.

About naman sa QC sa tingin ko, not sure pa rin sa takbo ng utak nung Mayor doon pero sa tingin ko may magagawa na rin mabuti 'yon. Latest lang din, nag-apologize na rin si Mayor Joy sa mga ginawa niya. Here's the statement:

Kung hindi pa siguro na criticize nang sagad baka hindi mag-reflect, may nagagawa rin pa lang mabuti 'yong pag alma sa mga ganitong bagay, lol. Pero we should be thankful na rin kasi at least aware na rin si Mayor Joy sa mistakes niya.

One thing na sure dito, is dadami 'yong positive cases. Pero I doubt na didikit agad 'yong death case sa recovery case. Don't get me wrong, I hope as well na mas dumami total amount of recoveries pero given na ganito - we lack of facilities, and materials para ma-sustain 'yong mga patients, tas marami pa hindi nakikipagoperate talagang tatagal pa 'yong inaasahan natin na pagdami ng recoveries. Anyway, PRAY lang tayo giginhawa rin ang buhay.

MANILA, Philippines — President Rodrigo Duterte has fired Presidential Anti-Corruption Commission (PACC) commissioner Manuelito Luna for urging the National Bureau of Investigation (NBI) to probe Vice President Leni Robredo for supposedly competing with or undermining the national government’s efforts to combat the coronavirus disease (COVID-19) pandemic.

In a surprise late night public address Friday, Duterte said Robredo is only doing the right thing when she called for support from private sectors to provide assistance to COVID-19 frontliners.

“Tama ‘yan maghingi ka ng tulong sa kapwa mo tao. Ngayon ito naman, may tao ako na abogado sa PACC, Commissioner Manuelito Luna gusto niya ipaimbestiga si Leni kung bakit nag-solicit. Anak ka ng… Nung narinig ko, sabi ko fire him,” Duterte said.

(That is just right, asking help from your fellow men. Now here it is, I have someone who is a lawyer at the PACC, Commissioner Manuelito Luna, who wants to place Leni under investigation for soliciting. You’re son of a… When I heard this, I told them to fire him.)

“As of this moment he’s no longer connected to the government,” he added.

In calling for an NBI investigation, Luna said Robredo’s actions “compete with,” or are “calculated to undermine” the national government’s efforts in this time of the public health emergency.

The Office of the Vice President (OVP) has so far raised at least P36 million for the procurement of PPEs for health workers. It also launched free shuttle service and free dormitories for health workers affected by the Luzon-wide quarantine.

However, another PACC commissioner, Greco Belgica, said that Luna’s statement is personal and does not reflect the anti-corruption body’s sentiment.

“It was a personal opinion and request made by one of the Commissioners of PACC that does not reflect the sentiments of the Commission,” Belgica said.

“This is not the time for politicking. We are not concerned with any personality.  Our main concern is to make sure all the needy Filipinos get all the help they need the President promised. Our concern is to end this COVID-19 virus,” he added.

He should just address the issue on a very brief thought then focus na sa on going plans and mga update sa accomplishment ng gobyerno.

I like how the Singapore address his nation with regards to their action plan agaisnt covid19. Singapore Prime Minister Press Con nakaka amaze siya kung paano niya iaddress ang kanilang ginagawa sa bansa nila. Hopefully ganito si Pres. Duterte.

Nakita natin kung paano bumaba ang cases ng China, but setting off the issue about na ang China ang gumawa ng virus na ito. Eh mas mabuting focus tayo sa paghahanap ng pinakamagandang way para masupil ang covid kahit maraming galit sa China dahil dito, eh tanggapin natin ang tulong na ito. Sa panahon ngayon, walang maidusulot ang pamumulitaka kung makakatulong naman sa atin kalagayan ang kanilang pagsuporta.


MANILA – The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has allowed around 12 medical experts from China to assist the Philippines in addressing the coronavirus disease 2019 (Covid-19) pandemic, Cabinet Secretary Karlo Nograles said on Saturday.

“The IATF authorizes the technical visit of 12 medical experts from the People’s Republic of China, who will assist government efforts in addressing the Covid-19 situation in the Philippines,” Nograles, spokesperson of IATF-EID, said in a virtual press conference aired on state-run PTV-4.

Nograles said the IATF-EID’s approval is still subject to ratification by the Office of the President.

The Chinese Embassy in Manila announced Thursday that a team of Chinese medical who will help the Philippines in its fight against Covid-19 is set to arrive in Manila on Sunday, April 5.

The team, composed of 12 top Chinese doctors and nurses, has expertise in several fields like critical care medicine, respiratory infection disease control and prevention, and traditional Chinese medicine, the embassy said in a statement.

Chinese Ambassador Huang Xilian on Monday said the main task of the medical experts is to provide technical advice on epidemic prevention and share medical treatment experience.

Yup! Something tells me that the statement from that (fired) PACC Commissioner is well timed para magalit ang tao sa Gobyerno. I read that he was the same lawyer that filed a disqualification case against then Presidential candidate Rodrigo Duterte.

Tingin ko hindi petty fight yun. Diokno has been encouraging the public to go on the streets since the quarantine at hindi daw sila pwedeng hulihin. Maliban sa joke sa ngipin, tama lang yung pag-address niya sa mga disinformation ni Diokno.

The purpose nung live conference niya kahapon is mainly to confront the fake news/information propagated ng mga nananamantalang politicians at yung pag-clarify at lecture niya tungkol sa "shoot them dead" statement the other night. Importante yun para malinawan lalo ang publiko at sumunod sa protocols ng gobyerno para hindi na lumala pa ang pagkalat ng COVID-19. Meron siyang team to talk about the plans and updates at araw-araw naman binibigay yan sa mga virtual press conference ng iba't ibang ahensya.

That's how PRRD be define. I am not against him pero the entire term niya ata every announcement/deliberation niya ay may kasamang pagmumura, and uncalled ad hominem niya towards something. Nonetheless, at least na address niya 'yong dapat mangyari thing is 'yong mga Pinoy tend to focus sa negativity na mayroon si PRRD, and hindi na nila napapansin 'yong point nung mga sinabi ni President.

Medyo mahaba 'yong Video at 'di ko na gaano pinanood pero from what I see, modest 'yong Prime Minister nila at clear siya sa mga sinasabi niya. Some of the Cabinet members, Nograles added, will donate their salaries until December of this year just to support the anti-COVID-19 programs.

Nograles added that he is also one of the Cabinet members who have pledged to donate their salaries.

Not bad for Cabinet Members, and siguro isa na rin sa hinihintay natin na biggest move ng mga Cabinet Members. Pero sana walang bahid ng pagpapansin ito, pero whatever media would always be there, either way.

Right now, mas lalong tumataas ang cases ng COVID-19 sa bansa, at mas mabilis na Ang pagdami nito. Nakakabahala na pag mas lalo pa itong dumami ay baka hindi naito macontrol ng gobyerno at ng mga frontliners. Matatapos na ang ECQ pero mas lalo pang dumadami ang cases. Nakakatakot na pag once bumalik na ang lahat sa trabaho at eskwelahan habang hindi pa nakakahanap ng solution sa virus, mas lalong lalaki ito sa bansa.

Sa aming lugar (Valenzuela City) ay patuloy paring nadadagdagan ang cases kaya nakakatakot na din lumabas. Mayroon ng confirmed 19 positive cases at maraming PUI at PUM. However, thankful naman kasi maayos ang pamamahala sa amin ng aming LGU. Nabibigyan ang mga nangangailangan ng pagkain (kahit hindi pa lahat ay nabibigyan). Pero maganda na nakikita naman ang paggalaw ng LGU. Isa pang magandang balita sa aming lugar, magkakaroon ng mass testing para sa mga PUI, PUM, at mga frontliners sa Valenzuela na pinangunahan ng aming Mayor para mangyari.

Expected na ito dahil dumami ang tests na nagagawa on a daily basis. Kung dati mangilan-ngilan lang dahil targeted lang yung mga nakukuhanan, ngayon expanded na dahil dumating na din ang mga kagamitan mula sa mga pinamili ng Gobyerno at sa mga donasyon ng mga private companies/citizens. Aprubado na din ng FDA ang mga test kits, na gawa ng mga UP scientists, for commercial use. Asahan na magkakaroon ng surge sa numbers of confirmed cases kapag nagkaroon na ng mass testing sa lahat ng PUMs at PUIs by April 14.

Kung mag-extend man ang ECQ o hindi ay nasa sa atin na yun.

Nakakatuwa na nagumpisa na ang distribution ng SAC program sa Paranaque City. I expect na sa mga susunod na araw pati yung ibang mga City ay magdistribute na din, since sila ang kaunahan na naibalita means mabilis ang galaw ng Local government sa lugar na yan. Hula ko Quezon City ang kulelat sa ganito dahil medyo kakaiba attitude ng Mayor nila.

MANILA, Philippines — The Luzon-wide enhanced community quarantine set to end on April 12 may have to be extended for 15 to 20 more days to sustain its gains, the head of the national task force (NTF) against the new coronavirus disease (COVID-19) said on Saturday.

Task force chief Carlito Galvez Jr., who is also the presidential peace adviser, said the timing of the lifting of the quarantine was being discussed with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), which makes the policies to be implemented by the NTF during the national health emergency.

“It’s quite difficult to rush to normalcy and the problem comes back. What we are considering is to impose this in one go, perhaps extend it for another 15 or maybe 20 more days so we can sustain its positive impact,” he said in a radio interview.

An ill-timed termination of the quarantine period may spoil the government’s goal of “flattening the curve,” or controlling the contagion, Galvez said.

The DOH reported that 3,094 people had been afflicted with COVID-19, including 144 who had died and 57 who had recovered as of Saturday.

“It will be premature if we make the announcement at this time. We cannot preempt the decision of the President,” Galvez said.

Partial or total lifting?
Takeshi Kasai, Western Pacific regional director for the World Health Organization had also cautioned against rushing to end the quarantine and halt other public health regulations against COVID-19.

“We may have to peel one by one and not just immediately lift those public health measures which were bundled with the lockdown to balance and control the disease and to bring society back to normal,” he said.

Some lawmakers and business groups have called for an extension or gradual lifting of the restrictions.

Cabinet Secretary Karlo Nograles, the IATF-EID spokesperson, said it had approved the parameters proposed by a subtechnical working group for deciding whether to totally or partially lift or extend the Luzon lockdown.

The parameters include the trends in the growth or deceleration in the number of COVID-19 cases in the country, said Nograles.

Capacity assessment
Also to be considered are the capacity of the country’s health care system, including the number and availability of quarantine, isolation, and treatment facilities; the capability to mount contact tracing; the availability of personal protective equipment for front-line workers; and the country’s testing capacity.

Various social, economic and security factors will also be weighed, Nograles said.

He said the Department of Health (DOH) was directed to “convene all concerned agencies and to finalize the aggregation and analysis of all relevant data” which would be discussed by the IATF-EID before President Duterte makes the “final determination” of what to do.

Nograles said experts, including scientists, doctors, and members of the academe, would analyze data in coming up with recommendations about the quarantine.

Sang-ayon din ako sa extension.
Sa palagay ko ginawang good for two months yung Social Amelioration Program dahil naisipan na din nilang i-extend ang ECQ.
Tungkol sa Mass testing, hindi yata nila magagawa yan bago matapos ang April 12. Ayon sa mga naunang pahayag, April 14 pa gagawin sa mga PUMs at PUIs.

Sana nga mag-extend pa para bumaba yung risk ng second wave of infections kagaya ng nangyari sa Singapore kung saan biglang taas ulit ng mga panibagong cases sa kanila. Experts say the surge of cases in this country of 5.7 million people represents a “second wave” of infections.

The first wave began when tourists from mainland China passed the virus to Singapore residents in the initial stages of the global outbreak, with the earliest cases happening before the city state had implemented any travel restrictions.

Great News guys!

TOKYO - Japan is considering increasing the stockpile of Fujifilm Holding Corp's Avigan anti-flu drug during this fiscal year so it can be used to treat 2 million people, according to a planning document seen by Reuters.

Local media reported on Sunday that Japan was hoping to triple the production of the drug from current levels, which is enough to treat 700,000 people if used by coronavirus patients.

Avigan, also known as Favipiravir, is manufactured by a subsidiary of Fujifilm, which has a healthcare arm although it is better known for its cameras. The drug was approved for use in Japan in 2014. Avigan is being tested in China as a treatment for COVID-19.

In the emergency stimulus package expected to be rolled out on Tuesday, the government also planned to prioritize the clinical trial process of the drug so it can be formally approved to be used in treating coronavirus patients.

According to the document, Japan also plans to boost subsidies to domestic companies that supply masks and disinfectants and will secure enough capacity to supply 700 million masks a month.

The Nikkei newspaper reported on Sunday that in efforts to reduce its dependence on China as its manufacturing hub, it will subsidize companies that will move some of their production facilities back to Japan.

Prime Minister Shinzo Abe said on Friday a stimulus package to combat the coronavirus pandemic will target small firms and households hardest hit by social distancing policies that are affecting consumption.

The package will include cash payouts to small firms and households facing sharp falls in income, Abe said.

The government will also urge private financial institutions to join government-affiliated lenders in offering zero-interest rate loans to cash-strapped small and midsized firms, he said.

Philippine Health Undersecretary Maria Rosario Vergeire said Sunday there has been an offer for a clinical trial coming from Japan, "whereby this drug will be used and we are going to identify hospitals and patients."

"We had communicated already through our (Department of Foreign Affairs) that we are interested in joining so that we can access this drug," Vergeire told ANC.
Although this stage or request is only for clinical trial. Well at least the Philippines are participating to all joint venture regarding finding ways to help covid cases. Sana lang isa na ito sa mga solusyon na panlaban sa covid. We all know how smart Japanese are and I hope what they doing will be the ultimate cure for this pandemic Virus.
