I wouldn't blame Chelsea or PSG... Chelsea was more focused on buying Enzo Fernandez. Apparently, the deal was important and alot of things were going on that moment.
On the other hand, I think PSG could have been more proactive. I take that they were not interested enough, or it was not too important because why didn't they make their request 1 or 2 weeks before the deadline day. I imagine how pained Ziyech feels right now.

Weghorst is an important player in the team because he doesn't just complete the team numbers but he gives options in the centre forward position and comes as a backup to Martial who seem to be prone to injuries and can be sidelined at any point in the season.
