That's true, as even if the casino starts caring about the gamblers, the addicted ones will be moving from one casino to another to get their gambling need fulfilled. It's hard to stop anyone from gambling when the gambler doesn't want to stop himself.
I know many gamblers know that they should quit for the time being or they are getting constant losses and they should take a break but then their heart don't agree. It's a strong inner conflict where the mind wants to stop, but the heart keeps finding excuses to keep going and there is an urge to cover up losses by more gambling.
People don't complain after their wins or a win streak, they only complained after a loss or a loss streak but they even do something more extreme but not acceptable. Like if they are addictive with gambling, they want to blame their losses on one casino as it does not protect them. It's like accusation to get money back, even small refund that is not tolerated while it's sure that if they receive any money from refund or any other sources, they will use it for gambling at other casinos again.
