Crimea was able to join because it has autonomy, it's a republic with own government and constitution. Only such type of subject could be joined through this schema, that's why we see no "russian spring" in the east of the Ukraine. Despite the fact that there are very large number of supporters of this outcome. There are no autonomous subjects in the eastern ukraine, so local supporters should to create this entities to make the joining possible.
