From where you had found they have been using the same telegram account?

There are two archived threads from both the users and in both threads, users used the same telegram handle means they are certainly alt account. I think this is more than enough to prove ban evasion.

If someone scammed you and you have proof that support your claims you can make a thread in the Scam Accusations board and present your case there.
It is recommended to follow the proper format as laid out by escrow.ms in the Scam Report Format thread.
