Well, it is difficult to explain when to buy or not but you too made some sense in your list of when to buy coins. In my own opinion buying altcoins will be good when bitcoin market is bad or also crashes. You can see that all or most of altcoins will going to crash more than bitcoin did. But when bitcoin did recover it will also be the fastest one to recover and I do believe that ETH is like that. ETH bad market is when it reach 100$ + and that was worst now if you had invested in ETH then you'll getting 300$ from your 100$ investment per eth

If you just sit there without making a choice it will only waste your time, so what I mean is trying to make an investment decision as quickly as possible. it's about time and effort. on the other hand, if you want to take advantage, invest when the project offers low prices, such as during an ICO pre-sale. a bear market does not happen often, on average only once a year but it is certainly the best time to buy cryptocurrencies.  I really believe there are lots of people who are making big profits right now when they buy Bitcoin when the Bitcoin price is really falling (March 2020).  it was a moment that I really regret because I didn't buy more Bitcoin that month..

Yes, investing on the bear trend is good to make a better profit. Here the important thing is the market prediction, because at times the bear trend goes much down after we make the buying. So, whether it is bearish or bullish you should have the patience to make an earning out of the buy. Right now the market is bullish, but a buying now too could get us profit. For the same a large volume capital is much needed.

From my opinion, the right time to invest in crypto is first, when we have money and can afford to lose it.
If we can't afford to lose, then we shouldn't start investing. Next, the right time is not in IEO, find out if their project has bounty or not first.

I would say is no "right" time to buy crypto currencies. Buy when you think you are comfortable buying. Buy when you think you can afford to lose. In my opinion there is no good or bad time for investment. Its all about knowledge. If you ahve enough knowledge where you are investing then you will make money in a bad market conditions too. Since I am in crypto, and that's 5+ years, some people around are saying that it's always a right time to buy some crypto! Of course first bitcoin, with others you never know, but after years in crypto I think some good alts are here to stay and probably we will see some of them skyrocketing in the next few years, together with bitcoin!
