I also don't see you say anything against the apps these guys are proposing, if they really don't deserve it because it doesn't meet the standard you want then I think you should tell them so these people know and want to improve the quality of their future post.
That's because in my terms there are no guarantees that they will be given a 100% merit receipt. I am taking time plus I have a lot of stuff going on both family and work deadlines lately.
My advice for you.
1. Try to comment a little for those who have submitted application. This will bring your thread and purpose to life.
2. If you don't have the opportunity to check each applicant's profile to find their worthy post, then change the application format slightly to make it easier for you to get the right post.
Maybe the format will be like this.

Hmm, I think I should consider this suggestion of yours because until I still find it hard to decide if I should give merit to that post or not. I'll be editing the thread of course.
My reason:
1. The username will make it easier for you to know who submitted the application for review and to verify the submitted post really the same person.
2. The amount of merit they get in 60 days will make it easier for you to know how often these users make posts that are considered quality by other users.
3. Lastly, you don't have to bother checking each user's profile to find their quality posts as I bet you can't send merit for all of their quality posts (sMerit limitation). Only 3 posts are enough for you to check, it will be easy enough to get them.
These are all my suggestions and views to make your goals better. If you don't want it, just ignore my advice.

Btw question. Is it wrong or against the rules to send a lot of merits in a single day or having fast interval because of this special treat of mine even if all of them are helpful and valuable? I don't wanna abuse the system, just making sure that I abide by the rules. Thanks!
