It’s seemingly unclear what you are trying to state here:

-   A chance to what specifically? (rank-up, post, ask, etc.).
-   What fines? (evil-ip fines upon registration is all there is in the worst case scenario).
-   Take the forum further by means of what? (number of registrants, content, reduce spam, etc.).

Really, if anyone set out with objectives here of any nature, it’s basically down to setting aside plenty one of our most valuable assets: our personal time.

The forum does give a fair chance to the newcomers.
But for this they have to post meaningful and useful things. Unfortunately for you, you don't do this. Even this question is so poorly written people don't understand what you mean and what you want.
Keep in mind that this is primarily a discussion forum, not a "earn some cents from bounties" forum.

This forum operates in a way new members are given chances to rank up, but most new members are bounty hunters while only few are good posters, and the good posters rank up. I have gone through your profile and see you as a bounty hunter too, that is why your post is not quality enough, please permit me to use that. You register since 2018 and see the topic you have created not to mind your other posts which are about bounties.

New members that are posting quality and authentic posts will rank up because he or she will receive merit but what most bounty accounts can not do. I do not know if you are referring to yourself indirectly but you still have chances to rank up always, if you do more researches most especially about bitcoin, and also about other cryptocurrencies and be active in some other boards on this forum. If you learn about this, and learn about this forum very well, and posts like how other newbies ranking up are posting you will be able to rank up, you might even post better than them which will give you more chances to rank up as soon as possible but first learn to determine this.

So, either you're trying to register from an IP address that was previously used for some evil deeds on a forum, or you're using a VPN or Tor network.
Either way, you have two options: either pay the specified fee (which is very low, by the way) or try a new registration from a clean IP address.

I have also faced this problem before when registering an account here using Tor. From what I understood. The IP address I used for registering was probably previously used to abuse the forum such as registering spamming bots. So, I don't think the forum is unfair to newbies. The feature is in place just to try to keep forum abusers are bay.

You can register a new account using a fresh IP address if you don't want to pay the small fee. Remember that when registering through Tor or other free VPN services, chances are very high that you might end up using an IP address that has been banned before.

Registration on this forum is free. Users havevto pay this fee only when their IP is marked as bad. I think it's normal thing to prevent potential abusers from signing up here.
So, newbies get chance here. Though, people who only make bounty reports here, they don't add much value to forum .

I maybe forced to think you are agreeing to the system of fine payment for some certain IP, location, yes its of benefits to the forum and I think its in many ways beneficial also to existing member, this is a sensitive forum and precautions like this are valuable, not a big deal for any new-person with intact good intentions.

This is as a result of poor posters on this forum, if the poor posters are link more to IP from a particular country, to reduce people from registering from the country, they will pay the evil fee, but this was meant for the people to pay certain small amount of bitcoin in order to be posting good. This has also happed to some VPN commonly used by poor posters to register account on this forum. Just try to make use of VPN if registering through your IP will result to paying the evil fee, likely VPN can bypass this but not 100% certain.

You are right, the generall bitcointalk unlock fee is low BUT the transaction fee is higher as the fee people would need to pay, right?
Correct me if i am mistaking, but last time i checked via VPN the total fee was about "unluck amount+2xunlock amount" for fees. I think it would help if bitcointalk would also accept LTC, Ether, DASH or any other crypto with less fees.
But as this forum is named "bitcointalk" and not "altcointalk" i think it is fine to leave it on BTC. If you do not have anything to hide i see no reason why people would need to access bitcointalk.org via onion network?

There has already been a lot of discussion about this. I think the best way when it comes to anonymity is to use some public WiFi when registering. After that, there is no problem to continue using the forum via Tor network or VPN.

And as for paying the evil fee, I guess theymos could solve the problem of high transaction fees using Lightning Network.

Technically, I didn't know what is the reason that your IP address becomes evil in the forum, it might you are using public Wi-Fi that has someone already registered on the forum.  AFAIK, if someone enlightens me with this, you have only two accounts to create using the same IP address, and beyond that, it will become an evil IP address and need to pay a small amount to able to post here in the forum.

However, if you really want to engage in discussion here in the forum you can pay with that small amount and in return for the knowledge that you could get.  Or else, you will remain as a guest.

No. Evil fees is accumulated with the number of bans associated with the accounts within the same IP range. It decays with time and it most commonly happens with rotating IP in those countries with lots more noticeable spam, VPN or Tor. You can create as many account as you'd like.

The fee you have to pay is cheap but I know the real fee is higher as you also have to pay expensive transaction fee.

If a bounty hunter suddenly changes a post style from bounty report to long posts or informative post, I doubt that the intention behind is try to get merit. 1 merit to rank up to Jr. member can increase pay rate in bounties.

Right, I don't care about making money from the forum personally. (I've actually thought about getting rid of the forum ads, since it's often a big headache and the forum has enough reserves for a long time, but operating at a significant loss while there's money basically just sitting on the table feels wrong, even if the level of loss is sustainable for quite a while.)

The things on the forum which encourage spam are allowed mainly because it's part of the forum's mission to be as free as possible. Eg. banning bounties would undoubtedly reduce spam, but that'd be destroying an entire economy/population/culture which has been able to develop due to the forum's freedom. I am willing to take this sort of action, but only as an absolute last resort. It's always preferable to handle these problems by reshaping the environment to make them non-problems, rather than removing some freedom.

It's wonderful when someone is able to constructively do something on the forum instead of continuing with whatever they were expected to do under the status quo. Enabling that sort of thing is exactly why Bitcoin and this forum were created. Though bitcointalk.org is not a worldwide welfare organization, and people are not entitled to make money.

Limiting newbie participation is very harmful for a community. Newbie jail will never return: I consider the newbie-jail period to have been extremely damaging to the forum. When barriers to participation are too high, then the best people often just won't go to the trouble of joining, and the people who are willing to jump through the hoops are often people who aren't good for the community: people with nothing better to do, scammers, get-rick-quickers, etc. Having a permanent newbie jail policy would improve things a lot in the short-term, but would end up being a fatal poison to the community.

The low signal-to-noise is a real issue which seriously annoys me and is often on my mind. But as you mention, fixing it non-destructively is difficult.

This forum exists to provide a platform for the free (but ordered) exchange of ideas. If you have an idea to express, then it is probably possible to do it here as long as you follow the rules.

A lot of people come here primarily looking to make money. The forum administration is very happy that people are able to use the forum in order to better themselves; indeed, one of the reasons for Bitcoin's creation was to break the artificial barriers which prevent so many people around the world from attaining prosperity. However, if your attempts to make money conflict with the forum's primary goal of enabling discussion, then you are swimming upstream, and you will not be sucessful in the end.

If you view the forum as some sort of "job" where you complete some basic tasks and get paid, then you will almost certainly be disappointed, and the forum administration will not be sympathetic. If you do make money using the forum, then it will be through innovation and entrepreneurship, not any sort of mindless busywork.
