So, as many have suggested, I decided to try the WordPress route. At first, I thought it was just another blogging platform, but now I see it's a lot more than that. I've never had any experience with the PHP language before, but I think I'm going to manage.

I've already set up a local server and a MySQL database, and everything works perfectly.

I agree WordPress is a go-to software when it comes to anything about creating content, it's evolved into something more than a blogging platform, we have a subscription-based site, directory site, and hundreds of niche covered by Wordpress and you don't have to be a professional designer to create a stunning site, everything here in Wordpress is drag and drop, and you have a big community to help.

If you have some money to spare you could check out Fiverr. There are a lot of people that offer their services just for what you are looking for and the prices vary so you can always find something on the lower end.

You could also check Udemy where they have a bunch of courses (not free but not a high price) that could help you learn how to do it yourself, or even Coursera that has some free courses on that subject.

I suggest you learn to code a bit. If you learn how to use React you can make really nice websites for free and you are in full control. If you looking for a advance website building tool you can combine React with Material-ui. Happy coding

You can have a look at WordPress or Joomla. The free templates that you can modify to your own taste are in hundreds and supported by the community and competent developers. There are also paid ones that enables you to contact the developer directly incase you face any issue. Nevertheless, you will learn a lot on the way if you can dedicate time and handle stuff by yourself

If you have some money to spare you could check out Fiverr. There are a lot of people that offer their services just for what you are looking for and the prices vary so you can always find something on the lower end.

Fiverr is good for some certain jobs, however its not advisable for anyone to use them in building a site. Many people there care about gigs and not the quality of the work. And considering it is something as critical as a website, they might even dump some scripts or codes which the OP might not know about; assessing the site in the future.

His best option is to hire a reputable 'registered' web design company to do a flawless job for him, considering it's a crypto related project. It may cost him, but at least he has someone to run to or hold response if anything goes wrong on the site.

If there is no deadline then you might as well learn how to create your own website because it can help you in the long run get experience, if you were to delegate the task to other people without a deadline, it is going to be a guarantee that they are going to slack off over creating your website because there is no rush to create the website. Learning how to create one is a task too but it is a worthwhile endeavor because it is a skill. Try going for w3school to learn some of the basics.

I had no idea there was such a thing as free hosting. So far, I have tested various WordPress themes and plugins exclusively on the local web server. Thank you, I'll look into this.

Obviously, I'm still struggling with the development of my website. 

Do you guys have any experience with WordPress themes from ThemeForest (envato) or any other market?
I find a few that I like, but they seem to be too bloated, which may be an issue in the future. I mean, who is so crazy to create a website with over 20k lines of CSS code? 
I could certainly create a basic template on my own since I am familiar with HTML and CSS, but many aspects of WordPress internal functions remain unfamiliar to me, creating a steep learning curve.

here it all depends on what functionality you want to have on your page. if you still want to create that page yourself, you can start with the default WP theme + Elementor plugin. Elementor is a plugin for drag and drop adding elements on your page, there you no need to know anything about programming.
If you really want help from anyone, you must explain what exactly you want from your website, which functionality etc... It's much different if you want a news website or just a landing page.

I'm not looking for anything special in terms of functionality. Just a few basic static pages and a few forms (for contact and queries). Of course, news section would be nice since WP already offers publishing feature out of the box.
I checked out the Elementor plugin you suggested, and if I understand correctly, it's some sort of WYSISWY website builder. I don't think I need that right now because I want to manually edit all of the content on the website and I believe it will result in more bloated and unnecessary code in the html part of the website.

As I previously said, I know my way around HTML and CSS and am not afraid to get my hands dirty. But since I'm not an expert in PHP and am unfamiliar with wordpress-specific functions, I'm not ready to create a full WP theme from scratch.

You're right. Genesis framework is not free; I was wrong about that. ^{If I remember right, I think it was free in the past.} However, given how much time it has saved me in developing each new website, I find $50 more than a worthwhile investment.

I believe you're missing the point of what WP Starter templates stand for. These are core templates for developers, not ready-made templates that you can simply install and use on your website. This is the starting point from which you can create your unique-looking website. Many professionally built templates, including commercial templates available on the envato market, have these starter templates as their foundations.

I don't think you're right about this. WordPress is a very popular platform, with tens of thousands of free templates available. True, most of them will not give you full control over changing the design to your requirements and preferences, but it is wrong to say that all free templates are bad.
The only way to have full control over design and content is to build your own template from scratch or use the starter templates. Of course, I'm not going to downplay the value of hiring a skilled front-end developer, but that doesn't mean that no one can't create a nice, functional website on their own.
