The project might already be there for a long time period but the most important for it to gain that much of its price is it will be promoted by someone whose name is known in the crypto industry. It won't just rise for mere plans or promising road maps. It needs to be a push by someone at the top. I'm not aware of its new development but as far as I know, there are more companies developing with NEO today than in 2017 which could lift the price to shoot to the moon. No, I don't think so. Simply because NEO is far too centralized. Currently, six out of eight consensus nodes are controlled by NEO.
