They can't. Afaik, a unification match is a decision for boxing organizers, not for titleholders.

But I agree with you that there's no negotiation yet or maybe just a few talks but not official since both have respective works to do for now. Maybe after the Casimero and Rigo fight, regardless of the winner, there will be some talks within each camp.
