Will regular people have to house their military? What happens if a dictator like the one before the 1980s occurs again?

its more about. if there is another pandemic. they can request all spanish mask/PPE factories to make PPE for spain and not continue sales for other countries

there was alot of times where spain had low supplies, yet spanish companies were selling supplies to other countries.

other examples are where europe had a bad start on their vaccination program. with low production for euro citizens, yet a vaccine production facility in europe was making and sending vaccines to the UK,isreal and other countries. and europe didnt like that

If something similar to an epidemic occurs in your own country, you should be obliged to do so. Even if the country does not promulgate it, it must be considered for the country. During the epidemic, the price of masks was several times higher than before. When the country is in trouble, the country should be considered first, not its own interests. This bill will only be implemented in times of crisis, and adults should take responsibility.

Under good leaders or politicians who are thinking of the general welfare of the people and will never dare to abuse such a provision for personal or political gains, then there can be no problem as it can be utilized to lessen the crisis at hand. Now, under a corrupt people in power, there is some danger into it as it can be the basis to rationalize a certain action that is actually detrimental to the whole system. Let's wish that Spain will never have such a kind of a bad leader anytime.

I’ve read through various local articles dissecting the proposal, and they all conclude that the text is, as it stands, overly unspecific, especially when it comes down to enumerating the trigger events that can set the (proposed) law into motion, the scope and depth. It is foreseeable to take a while to pass, bearing in mind all the political opposition it is bringing.

As far as I’m aware, street level people are pretty much oblivious to this proposal, and it has barely tricked down to common social level debates (if at all).

Nevertheless, I don’t see this proposal being a trigger to shifting people over to crypto. Laws may remain in place "in case of" and not be triggered for years, subject to dire straits. Actual events may trigger shifts in mind and customs.

The problem with this one is that I am sure that only the part of the law that will be enacted is probably the part where the government is in favor and not the individual. Remember that the government's compensation is probably not enough to cover the cost of their requisition.

There was no mention anything of cryptocurrency or Bitcoin but of course I do not know if taking the asset from a person would be legal, also constitutional. This bill will be put into place when there is a national emergency that will happen. In case that sequestered assets will happen then it might lead to some angry portions of the population. But when companies will be put into play so that it will be able to make other goods in times of emergency would be a good use of their facilities.

The problem I see with this bill is what it could lead to.

If you trust your politicians, you will think that they will only use laws like this if absolutely necessary, requisitioning the minimum and imposing the minimum of obligations. I just don't trust politicians. And AFAIK in Spain a coalition of socialists and communists governs, which historically have not been characterized precisely by intervening little in the lives of citizens.

American question, since I don't know much about the way the law in Spain works.
Is there a body Spain like the US Supreme Court that rules on laws like this and can determine if it's legal there?

I see it as not much different then the draft in times of war or the war production act here in the US.
Both of which the courts have said is fine.

Western Europe is on the way to full blown communism.
Now they want to install/encourage Foundations, aka not for profit organizations to get economy going. Economy been destroyed for this to happen.

Yes "emergency powers" require a crisis. Now all we need is a perpetual state of emergency and the deal is sealed. coVid is just another dry run for the main event. There will also be the climate emergency and the cyber emergency etc  Wink Wink

This is just the "defense production act" in different words from the looks of it - read about the US's version of this bill here: https://www.fema.gov/disaster/defense-production-act

Basically, in time of natural disasters (ie Covid), the government can force you or your business into compliance for the common good of the nation. Historically this was important during the world wars, where the entire nation's resources needed to be shifted into producing war equipment, but ofc that's not an issue anymore.
