I’ve read through various local articles dissecting the proposal, and they all conclude that the text is, as it stands, overly unspecific, especially when it comes down to enumerating the trigger events that can set the (proposed) law into motion, the scope and depth. It is foreseeable to take a while to pass, bearing in mind all the political opposition it is bringing.
As far as I’m aware, street level people are pretty much oblivious to this proposal, and it has barely tricked down to common social level debates (if at all).
Nevertheless, I don’t see this proposal being a trigger to shifting people over to crypto. Laws may remain in place "in case of" and not be triggered for years, subject to dire straits. Actual events may trigger shifts in mind and customs.
