I find it amusing that some users only think about crypto and how it can shut down and speculate on that. I think there's no news about crypto project that is independent and can even transact without internet. Almost all of the transactions and technoligies in todays generation are highly dependent on the use of internet. As far as i know there is no existing blockchain at the moment, that can validate it's blocks without being connected to the internet, i also don't know how this should work as you always need a network where every participant can communicate with each other or otherwise it just can not work and everyone has it's own state of the blockchain if they are not connected to each other. I was trying to mine a very early project two years ago and at the beginning there were also problems with the connectivity of the miner and therefore it happened a lot of times that i was mining my own fork and was not part of the consensus chain.

Well if we have projects like star link under built and almost many of the countries has already approved for the star link project by Elon musk I see low chances of internet going down. In fact the productivity over internet has grown way more than 2019 because of one thing and that’s COVID. I think with well decentralized cryptocurrency you could simply make it possible for people to detach part of their network/system from the cryptocurrency Global Networks and start using it locally without any Internet... That will probably be easier with modular Networks or multi-chain Blockchains that can exist and function independently without compromising on the security of the detached systems.
People can also safely print lots of coins on physical objects and use that peer-to-peer like you would use physical cash. It should be possible to verify the authenticity of the printed coins offline.

Not that I can remember lately.
It still needs to be recorded to the blockchain, so I am not sure how such transaction can be possible to go through without an internet. That is one of the weaknesses of cryptocurrencies to be honest, but hey internet becomes like a basic necessity now these days as mostly everything are being done digital especially during pandemic.

    Well, you seem to have your answer here. As of right now if the internet as we know it, as it stands today, goes down, we will not be able to make transactions to any blockchain being as the medium between the different points of exchange rely on the internet as the connection between the two. However, in the future, when infrastructure is built out in better ways then it may be possible. For example Starlink(Elon Musks' low orbit satellite infrastructure) could be a backup plan being as they are floating in low earth orbit away from dangers that could threaten the infrastructure that is in place right now. Also, there could be other things built such as RF-powered mesh networks. Right now it is possible to send text messages, emails, pictures, things of that nature through existing devices such as ham radios. If things start to shake up a bit I'm sure some of these things will be built but the question is who will have access to it or know how to operate it. Also, I'm sure there are military applications that do this as well, along with traditional satellites. I'm not 5G expert, but I would almost bet that 5G could be fine-tuned to create a decent network although I doubt the signals would cross large bodies of water or over mountains without some type of repeater put into place.
