It's a personal stuff you can choice to give your signature space to a subscription company, for personal use or choose to leave it blank.

The reason for this will differ among users, since its their personal decision on why they haven't got a signature. Though, some of the reasons will be that some people aren't fond of advertising, and signatures these days are predominately used to advertise Bitcoin related services. This sort of attitude does seem more common the longer they've been using the forum too.

Because that is not the main purpose of this forum. You can use your signature space to promote some personal stuff or rent it to make some money, but the main purpose of this forum is to share knowledge and participate in discussions related to Bitcoin and other cryptocurrencies.

I've often written the same thing to newbies when they ask questions like this, but I've come to see it from their point of view as of late.  It might not be obvious to a new member which section to search in or if there's even been a discussion about what they want to know--so at least in this case, I don't fault OP for asking about DT and the use of signatures.

Because that is not the main purpose of this forum.

It isn't, but I thought most Hero-->Legendary members did put at least something in their signature space, even if it's not advertising.  Last time I saw threads with signatures enabled, it seemed like everyone--not just those two ranks--was in a sig campaign or at least had a message written in there.  If that isn't the case anymore, then I have no idea why that'd be true.  I have a feeling it isn't, though.  Not with all the bounties and campaigns still running.

And as far as the default trust system goes....I don't care to write much about that one.  OP would do well to check out those links provided by igehhh.  Things used to be a whole lot different a few years ago, and members even on DT2 were fairly well-known.  Nowadays I have no clue who's on DT1 or 2 and if I looked at the list I bet I wouldn't recognize 40% of the members.

The links provided above are great but if you want a tl;dr - for a new member like yourself there is not much difference, DT1 and DT2 members are users whose trust ratings are shown by default in  the "trust" section of user profiles. DT1 users are slightly more privileged in that they can kinda sorta elect DT2 members but eventually once you figure out whose judgement you trust, you should create your own trust list and at that point DT1/DT2 doesn't matter much to you.

5. I come from a country located in the eastern part of (Papua New Guinea). one of the least explored countries with a population of no more than 6 million people.
Are there any written prohibitions on this forum? If I want to encourage people in my country to join this forum and learn about bitcoin?

I doubt the members who do not wear a signature (even though they can walk into some of the top campaigns) have other means of income from the forum. Such members usually love to post naturally, having a signature or avatar or personal text means you can advertise for a platform while posting as you like. If you didn't have a sign enabled, you'll literally need to mention the project you're advertising for, for your posts to be any good to them.

No there's no special rules for newer accounts, Just;
• Make sure you do not spam,
• Post in the appropriate board,
• Do not bump quicker than 24 hours and delete old bumps.
Ethical rule: Do not scam.

I don't think there's a any post directly aimed at encouraging people to join the forum.. The repository of information available and wealth of knowledge being shared should be enough incentive.
You can search up really good posts in various sectors and use that to show what the rest of the forum offers. Remind them there are lots of spam too though, so they know what to expect and can build a mental filter.

I will answer only one. Haha
The answer to second question is that having signature or not is a personal choice. Everyone is not on the forum with same intention. In fact, majority of the top ranked or old members are for information not signature bounty.
