it means that, both our emergency funds and discreationary income are very much needed for us to acumulate Bitcoin and hodl without reconsidering our earlier stance of investing for a long-term by selling off some part of your Bitcoin.
You are right about the importance of an emergency fund but the way you convey your sentence could make a newbie to think that emergency fund isn't built from discretionary income. And your statement could mislead newbies to think that it is right to invest their emergency fund in bitcoin.  This might not be what you intended to say but a newbie could mistake your words to mean that they can invest their emergency fund in bitcoin.  The way we convey our words matters because it can be misinterpreted and could misinform newbies who visit here to learn about bitcoin investment.

This is why an investor should have some idea about fund management. A person who has common sense will be able to easily understand what the purpose of an emergency fund is and will never think of investing in Bitcoin with backup fund. Because after allocating a part of the money that was discretionary as an emergency fund it is not right to treat that specific fund as discretionary money for Bitcoin investment . If you separate $40 from $100 discretionary funds for an emergency fund then the purpose of that $40 has changed that is no longer for bitcoin buying money. After that if you take that backup fund and buy Bitcoin because the price of Bitcoin has decrease then you have not built an emergency fund you are just temporarily saving cash and then using it to buy Bitcoin according to the price of Bitcoin. That is not the right strategy for regular accumulation in Bitcoin for a long time. The purpose of an emergency fund is not to actually buy Bitcoin. back up fund means creating fiat savings for emergency moment so that you are not forced to sell Bitcoin.  if your income temporarily decreases, family problem create , or expenses exceed income then you dont have to sell bitcoin. Without backup Bitcoin holding becomes your emergency fund and that is  weak structure for long term investment. An emergency fund is created from discretionary income but once an emergency fund is created it is no longer Bitcoin buying money.
