The decision of when to buy rests on the person who is making the purchase as it would depend on a matter of factors; Someone who is buying in for the long term hodl does not bother about short term price changes and believes that in 10+ years the value is going is to much higher.
Someone who is not buying for the long term are usually more picky about when to buy and would not want to purchase when the price is on the way down. This is much more risky and would require some technical analysis and some luck as well.

How much is your budget?

If it's not that much, buy bitcoin.

But if you've got a good sum of money to invest, better to have both of it. You divide their parts but if I'll be buying both, I'll be having more bitcoin and then maybe 30% for Eth from the total budget.

Just the right time, bitcoin is almost half of its ATH, so view that as an opportunity to buy. The market has been bearish in the past few months and I think it's not the dip yet, be more patient and wait for a cheaper amount. Buy BTC and ETH, prioritized it, but also consider other altcoins which has some big market as when bitcoin dump hard, they'll dump harder.

Depends on your choice but basing off with technicals then price could dip down further but if you could take risk on entering with these current prices of Btc and Eth then it would depend on your
own choice to make because some would hesitate and some would see this as an opportunity.This had been always been the hardest part on which you couldnt determine on which would be
the possible bottom price and this is where personal calls and decisions would really vary from time to time.For me, its not a bad thing to accumulate or simply

First question: why you want buy crypto coins? If you answer "money" in some parts you will never find a good moment to buy btc or eth. The best option is always " buy technology" !

what is your time frame? if you have some specific/hence short time frame... you can't find the right moment.

Depends on how much you have lying on your pocket idly. Personally I believe that the prices will still go down in the near future due to some weak hands letting go of their bitcoin in fear of losing a lot more in the process. Personally I would just wait for the prices to go even lower and buy them up immediately in hopes of flipping them for a profit. Of course it may be overly optimistic but from the looks of things, after the weak hands sell, it's just a sideways market from that point forward and one should not worry too much—at least that's the way I see it.

Buy now and don't think twice. Every time we see a situation like this, this opens an opportunity to fill our portfolio.

Bitcoin is down 11%, that's a huge fall and eth is even down 15%.
This is what I'm saying, bitcoin dump and altcoins will dump even worse, but in terms of opportunity, this is it, if you'll buy now you might gain in short term as eventually, it will recover, that's what volatility is.

My suggestion is hope for a crash and buy some coins.

BTW we are down to 38900k

so buy 100 usd worth and then hold 300 in cash.
If we drop to 35 k buy 150 usd worth and hold 150 cash.
 If we drop to 30k buy 75 usd worth
If we drop to 25k buy 75 usd worth.

hodl all of the coin above for 4 years no matter what happens.

 Then thank me.

worst case is you only buy 100 worth at 38900 and it moons.

best case you get to buy all this levels you hold for 4 years and it moons.

I am anti ETH in general

25% of your money  today on BTC hodl it for 4 years

75% save for more drops.

Indeed, this time is perfect to accumulate more potential coins. But if you have limited budget, yes its a good suggestion to wait for further price drops as we are quite sure that this bearish market won't easily recover. However, if you have that huge amount of funds, then try to buy in every dip. After  all, any coin that is lower when you bought and will sell at its peak, there are still good profits waiting ahead.  But i suggest, reserve for a higher allocation for bitcoin and maybe half of it goes for ethereum too as it never loses its demand despite of its high gas fee.

Anyways, you've got in time to look for investment since the market is going down. I suggest making a buy option now as the price is a little bit cheap. BTC or ETH? if you have a huge amount to start, better take the two but if not, you better consider Bitcoin first. Perhaps, I did already and I'll buy more if Bitcoin will drop more, just the old days. The bigger amount we invest the bigger returns to expect.

But if your funds is for your everyday expenses, I don't think that's a very smart idea.

So you need to assess your financial capability. Can you hold a lil bit long while waiting for the market to be in the positive direction again?

You don't have to always ask for this advice every bitcoin dip. What's more is that your background is not that of a trader, you need to consider bitcoin's long term potential. I consider the last 11 years to be a good time to accumulate bitcoin, because:
No more than 50% of the average population in every country in the world knows about bitcoin;
No more than 40% of the population of major countries owned bitcoins (source);
Only 1 country that makes bitcoin a legal tender, several countries have potential.

After the penultimate fall of bitcoin, I think it was in May, I saw a cool avatar of one guy with an avatar with a non-intrusive advertisement about buying Right Now and with an indicator of % profit. I remembered this because it made me smile when I saw today's crash and I bought another $70 worth of bitcoin at $36,000, I'm poor so this is a significant amount for me. In short, I definitely choose Bitcoin over the excrement of a Russian botanist.

There's no such good moment to buy coins, do you think someone can predict BTC or ETH prices when the lowest and the peak each day? Obviously it's not a human anymore. Altcoins (e.g. ETH) usually follow Bitcoin price, so we should focus on Bitcoin price only. Now the price were around $36K and based on previous halving event, it's expected the lowest will be around $16K but we don't know if it's come true or not.

Even Bitcoin price fall, but many people start buying the dip since the stablecoins price doesn't increase, it's fall too. So buying the dip is the better options.

It depends on your time horizon and belief about the fundamentals. Those who are believers in the technology tend to be less affected by price movements. Bitcoin and other cryptos are notoriously hard to time. I also wouldn't ask random people for investment advice. Whether or not you should invest has to do with your risk tolerance, knowledge, and belief in particular cryptos.

That said, it's worth pointing out that it's much better to buy bitcoin now than at the all-time high, and even El Salvador is buying now.

Pretty much yes? Most dips are a pretty good buy in-s imo, It's just that it's not a guarantee that dips would lead to pumps, so it ultimately ends up in what you're willing to risk, and are you willing to risk it. If you're too afraid to invest too much all at once, you can try doing DCA maybe? If the market does indeed fall down, at the very least, you'd have jumped at every buy opportunity there was so even if it pumps, you'd still profit (just not as much if you invested it all). Or you can wait for more dips before buying in, slowly.
