Personally, I would just up the fan from 65% to 90% and see what happens. Is there something keeping you from increasing the fan speed? That seems the obvious solution unless you are trying to keep the noise down.

As others have stated, you should be able to lower settings (I'd try a different software program, maybe afterburner)
I tried straight from amd program, afterburner, minerstat and via phoenixminer. Nothing works, it won't go below 1750. Also tried on overdriventool, won't take anything below 1750.
If I'm not mistaken, anything under 95 degrees for your memory is considered "safe" from damage. Anything under 106 degrees isn't supposed to cause damage. So I wouldn't be too worried about it.
A quick google search indicates that your temps are quite good, so honestly I wouldn't worry too much about it. If you are worried, increase that fan or setup another fan pointing at the back side of the card.

its considered safe. i know its scary.
Noted, though I'm still looking for a different solution if some has any ideas. It may be good now but during summer it's going to be even higher.
