 As a team of people who have been involved in marketing for nearly 6 years in crypto world, "we" (it is just the founder writing this right now).

 The cheapest option has the lowest return. The middle option has a mediocre return, and the biggest option could be given by everyone, it is obvious so I will not talk about that.

 The cheapest option is to handle things for under 5 thousand dollars.

 If you are a currency project, or NFT project or a Meta one, then the best case for you would be getting either Audit, KYC or both of them together. Secondly, if you managed to go through that with flying colors and no problems, you should focus on places with audiences, not people with audiences. So if you give your money to Person A with 5000 followers, instead of Place B that has 5000 members, you will get less return. This also depends on the person and the place. If the person has organic and loved follower base, then it would be better than the place filled with bots, but if they are both legit, then Places usually end up being better.

 What do I mean by "places". It is telegram groups, it is websites where you put banners, it is other projects you can partner with, it is launchpads, capitals, basically any organization that has members that chat with each other, and not just influencer. Even google ads, quora ads, twitter ads and so forth could give you greater returns if you can adjust it correctly. This doesn't mean that influencers are bad, obviously they are great, but their returns are lower compared to ads in communities.

 
 This brings us to middle option.

 If you have anywhere between 5 to 50 thousand dollars, you could follow the same steps that cheapest option used. The difference here would be to find influencers who would be both profitable to invest, and also KOL as well. Sometimes it is not just about getting investors thanks to influencers, but getting approval as well. If Elon Musk tweets about you, you will get your price higher but it could crash and people could mock you. But if CZ tweets about you, then you will go up in price, but also be respected as well. This is what you should chase but in a much smaller scale. Find people that rarely ever tweets about any bad projects, and considered as a great KOL in your niche, and try to show them your project. If they are legit, they will ask you for money, but they could also reject you as well. Great influencers still do accept money for promotions, but they also reject if they dislike the project. Learn what part they did not like, and focus on fixing it, you will gain a lot of points with them.

I don't think the EMail es a good way to promote a product or service. Users will open mails from the services where they are already subscribed but not random mails. And here the problem is the source of the users DB that will get the mail, how do we know that we can trust in that DB?

I think the best way to promote a crypto service now is this forum, you can buy the ads or you can do a signature campaign, and this way the crypto-users will know about your product or service.

Before anyone decides to take random marketing advice from a random newbie, I would point them towards hubspots and google's free marketing courses. The foundation of marketing knowledge can be easily built up this way and then you can decide how to improve your own original marketing strategies. Not everyone is a marketer but anyone can learn how to become one. Easily.

There are also a multitude of marketing tools, too many to count honestly. But the ground level stuff is always free and can be easily found on the internet.

To be honest with you, about 98% of all new altcoin projects shill their project in other words some people said they are hyper based but I personally don't see anything bad in it if the project shill is genuine because shilling is another form of crypto advertisement. Tbh, I don't think that average crypto investor even cares about projects using shilling services. On the contrary, they even ask for "more marketing", which usually consists of shilling on social media platforms, either via low level spammers or hiring KOLs.

I guess they need to be more organic and organize some good stuff like promotion or other things which can wake up the interest of their target markets. That's the thing, even marketing experts are using shillers. Maybe better ones that look more organic to untrained eye, but shillers nevertheless.

Bounty is cheaper than in previous years, it depends on ones budget. there are 3000$ budget for signature and could request for 50 participants in over a month.

My team is trying to develop a marketing strategy also, and since you posted the topic here, I assume you are in the crypto business.
We are also in the crypto business - since November 2021 but we did not have any experience in the crypto environment other than being traders. My team and I are mostly construction management professionals. We were experiencing real trouble regarding construction logistics, and we thought we could develop a crypto project that work to solve the existing problem and therefore, we launched our project. After stepping into crypto business, we understand that the product is not the most important thing as crypto investors are just as likely to invest in a meme coin or crypto game and make money during the hype which is understandable. We came to understand this the hard way. Our investors didn't invest in a crypto project based on the project merit, but instead, they invest in projects based on paid marketing.
 
I cannot help you understand how to build a crypto marketing strategy, because we are also having hard time to figure it out. But I can help you to understand what you should avoid in this business.
For your reference I will list for you the strategies we used and had zero (0) return.
Paid promotion on coin voting websites.
Paid listing on tier 10 exchanges.
Paid Instagram ads.
Paid promotion for twitter influencers; well... this one is a bit tricky. We used 4 influencers and 3 of them were scams, one of them was ok and got us some small returns but later, he tried to hold us hostage and said If he stops the advertisement our project will lose investors and that we would have to pay him to continue. We decided accept the consequences and not to continue with him.

You do not need to pay a penny, at least in the beginning of the project, in order to establish a serious marketing effort which will bring some great awareness about who you are (person, company) and what you do.

Not saying that investing in companies that will engage in all the PR endeavours for you is bad, but if you are in your first steps and you count every penny, then going low-budget (or no-budget at all) would be more advisable, until you have managed to acquire some decent funds to back your (paid) Marketing efforts.

Your marketing team
For starters, consider how many people form your marketing team. Is it a small team or a one-man's role for the time being?
Discuss with them their strengths and weaknesses around the different Social Media platforms. Ideally, you should assign each Social Media platform to a different person according to their expertise and his weekly availability. If you are the only marketeer, consider starting with only using two Social Media platforms - tops. Our suggestion would be 1. bitcointalk.org (by far the best for all things blockchain and crypto) and 2. Twitter (plenty of room to expand there and touch base with great influencers and also your audience).

Your resources
Start by discussing with your team about the creation of a long lasting marketing strategy. You should self reflect and realize some basic facts about your company. Things to include in the marketing strategy include (but not limited to): your Mission, the Market Potential, your SWOT as opposed to your strongest competitors (a separate analysis should be conducted for this), your Target Audience, your Marketing Plan (more on this below), your Methods of Measuring Marketing Success (metrics and KPIs) and your Methods of Selling your product(s), along with your Methods of Measuring Sales Success.

Make sure you document everything down as this will form your manual upon which you will build your whole Marketing strategy.

Your Marketing Plan
You will need to decide what social media platforms to include in your Marketing strategy manual. This primarily depends on how many people you have at your disposal but also where each excels at (see above). Consider building a (monthly) marketing calendar. That way you will know beforehand what you have to post in each day of the month, which platform and when. Chop the (monthly) marketing calendar down in 4 weeks and assign a different feature of your product as the central theme of that week. Keep it simple yet concise. Work proactively on the calendar, not in the last minute before posting.

Social Media Platforms
There are many social media platforms out there to choose from, each coming with its pros and cons and with its own unique features. We couldn't start to explain each (this is not this post's purpose) but you can find awesome resources in the Net or on each Social Media platform's database. Key takeaway here is to build a transparent, honest, human and consistent relationship with your audience or community and expand it.

You can do many more things but for starters these should be enough. Prioritise your goals, emphasize on your needs, and maximize your resources. Build a solid foundation in your community and expand from there. Paying for PR services later will only multiply your efforts if you have worked to achieve the above first.

As a side note, make sure everyone in your company abides to the same rules when it comes to public speaking. For example you should adopt a certain brand voice and make sure it is used by every Department. It would feel strange if your CEO used a formal language when addressing people, while your marketing team used a trivial and funny language, at the same time that your tech support spoke with customers in a totally informal -disrespectful?- manner. That is the consistency mentioned above.

Don't try to take advice on marketing a product that you have built from somebody else otherwise, you are likely to end up building a shiny crypto product like the 100s & 1000s out there.
