Is it safe to run my GPU fan at 100% speed every time? I noticed that it's throttling due to a high warm rate, can I do this or not? Will my fan die faster than running at 60% speed?.

If running the fan at 100 per cent speed fix your heat issue then do it, is rather have a dead GPU fan than to have a dead GPU, fans are cheaper and easier to replace.

Of course, the fan will break faster. If your video card is under warranty, then you should change the fans when it breaks.
If you want the cooling system to last longer, then install additional fans to blow air or consider buying a closed case.

This is why server cases are very good, they have extra cooling installed in them so you don't need to keep fan speed at 100, the max fan speed should be is 75% and that's even AMD cards like rx580.

I don't understand why visual cards like rx580 should be installed in closed cases. My video cards have been working well in open cases for over 5 years. The closed case is expensive and is best used for hot graphics cards such as the 3080 and 3090, or for example the cheap AMD Radeon RX 5700 XT with very poor cooling.

Closed cases also need more power - octominer for example.

I agree, i use open cases for 5 years and i never had problems with heat or so. And i built this open cases by myself, so it cost me maybe 5$ - 10$  Cheesy

If you're having to run your GPU fans at 100% it means the ambient temperature is too high from poor ventilation causing the heat in the room or case to build up. You should focus on ventilating the heat from the room. For 1-2 open air rigs, cracking open a door and a window will help. For larger setups you will have to pull the hot air out of the room using a vent fan so that it gets replaced with cooler air from another room or the outside. Laying some large case fans on top blowing outward or using inexpensive box fans can also help remove the heat from around the cards so the GPU fans don't need to run as high.
