Using a VPN is not always a bad thing if you have no ill intentions. What is not smart is using a VPN to bypass geo-restrictions.
If you read carefully the point 3.4 of their ToS you will realize that the intention from using VPNs or proxy is what detrmines wheter it's going to be considered  as an offense or not, see the bolded part:

3.4. You may not use a VPN, proxy or similar services or devices that mask or manipulate the identification of your real location.

But I agree that any service must not allow visitors from restricted countries to access their website from the beginning and most importantly not allowing them to create accounts.

There is a different use case for the MBET token. If you hold the MBET token you become the owner of the Moonbet casino and they will share revenue with the MBET holders. I think you can relate MBET as the shares of the company and the casino shares the profit who hold the platform token.
