If you have neither the seed phrase nor the 2FA key, the only thing you can do is to contact trustedcoin support.
In their
"Contact us" page, they say that they won't sent you a new key. But that's your only chance and there's nothing else you can do.

Assuming if he lost the device he used for 2FA, but can still access the Electrum wallet, he can still try and contact TrustedCoin.

If you have your wallet and 2FA on the same device, do not next time. Best to have them individually on different devices.
About 2FA wallet on Electrum, you can not see the seed phrase on the wallet once the wallet is created already. Even if you create a standard wallet that you can still access the seed phrase on the wallet, better to always still backup your seed phrase offline, like on 2 or 3 paper or steel sheet that should be kept in different locations.
Supposing you have your Electrum 2FA seed phrase backup, you can still eaily have access to your coins and spend it just as hosseinimr93 commented. Offline seed phrase backup is very important to recover your keys needed for spending your coins.
