The OP is right actually and don't say it depends on the coin. Have you seen the situation of the top coins right now? Bitcoin and ethereum for example are dumping hard. Those who have invested last time thinking the bottom is in are now losing a bunch of their money. You said it depends on the strategy? So, why you are against those who buy in bulk? That is their strategy and they don't also argue about the strategy that you are using.

Maybe they are doing that because not all times they have a money and if they don't spend all the money in one go, they are afraid that they might use the money on other non important things.

but keep in mind that the top coinmarketcap for several periods always changes. I mean a few years the top 10 coinmarketcap is replaced by new coins or old coins which have higher utility and strong fundamentals. so we have to be really careful about investing in altcoins for the long term.
