If you are going to make the no deposit promotion exclusive for bitcointalk members then you will not get enough traffic o your website and you will end up with few customers who may or may not continu to play on your casino. The thing is if the USA gov. send a letter to Costa Rica about a costarican site accepting USA players they are not going to do anything since it is legal in costa rica and they don't enforce USA laws in Costa Rica so is a matter of jurisdictions that is why a lot of gambling sites who accept USA players are base in Costa Rica
