sure. its possible. when you are with your friends who also are trying their luck to the lottery, they do have input on what possibly the city are doing to cheat us. one example of the theory is that some of these table tennis balls are heavier and some are lighter. who can tell, we are not in the venue of where they draw those numbers. there are always theories.

which is a good reason to actually think the lottery game your country have is rigged. you don't even see how its drawn. but just present you the results. so much room to suspect with it.

I have seen this kind of lottery game you are talking about and remember, lottery is just luck game. I didn't understand the permutations or computational algorithm of the numbers and so I stay away. I know people that play it and if they happen to win the cash out is very high but most times they lose. The stake for the game is very high and bettors tend to like it because of the potential when they are lucky to win. I think they play it 3/4 times daily and results for all the time are released one after the other. They have different names for the daily games.
