There are many sites that are banned for IPs of some countries due to some type of restrictions.  Due to which it is often seen that some sites cannot be run without vpn, it is normal.  However, vpn is available for both computer and mobile phone devices, but using free vpn for computer is high risk, so if you access those sites through desktop, there is a possibility of computer hacking and many hackers use the name of vpn to spread various phishing links.  So it is better to avoid vpn for desktop

I think the major factor why VPN usage is discouraged in gambling is more or less about restriction and verifications, take for example, a situation where the gambler accesses a certain casino under the ip and details of a different country just to bypass the restriction and along the line the account encounter issues this will lead to.
