I think your best bet should be Stake.com, you can give them a trial, though I am not sure about your second option which states - no wager requirement before withdrawing.
But am pretty sure that at Stake.com casino...
1. Minimum withdrawal is less than $10, Infact, I remember withdrawing $3 one time.

You are absolutely correct, aside casinos requiring gamblers to pass KYC verification, Implementing a wager requirement is another way casinos manage to deter their users from using their platform to carry out any form of money laundry activities.

I definitely agree with you- the wagering requirement was designed in order to prevent any fraud or any illegal activity from happening in their gambling website. If it has been discovered that a gambling website removes this kind of restriction, not only will they be facing dire consequences but their whole operation would be force to shut down.

OP, if you are struggling in finding a gambling website, then you can always try and check reviews under this forum. First of all, you are gambling, so expect that you'd be needing bigger amount than the usual.
