I think most of the heavy hitters know how much work this will require to meet specs and let me tell you, $3000 is not anywhere near enough.

If you are willing to do it for 650 BTC or even 950 BTC, more power to you!

Have you guys checked out vBulletin?  It would meet your needs, and implementation costs would be significantly lower.   Ive seen huge forums run on vBulletin and using nginix for the backend. Theres a little tweaking that must be done to get those two working together, but the combination is simply bulletproof.
On top of that, there are tons of firms that you can contract for vBulletin support and customizations, with very good reputations.

There really isn't enough coders in this community. This was one of the things that attracted me in the first place was "rent coders with Bitcoins".

Come to find out, there are only a handful of coders in this community, and the majority of them are already super busy with their own projects, and/or charge 2x more than your typical Odesk or Freelancer coder. I was honestly going to do the gig for fun, since the money (as said above) isn't worth nearly as much as the amount of time/work that will go into this.

Regardless Bitcoin has been one of my biggest motivators to simply learn how to code myself.
