Bob Arum should know Eddie Hearn's situation because Bob Arum doesn't have any Russian boxers in his stable that actually lives in Russia because if he were in Hearn's shoes, I don't think that Arum will just let the fight happen in US soil even if it's not going to have any benefit for his own boxers. As a promoter for Bivol, Hearn surely knows how to handle a business that will include his own boxer and not just for the promoter's sole benefit.

If this fight happened some years ago, Beterbiev will definitely shrug the power punches off. Beterbiev would've lost that fight if not for iron chin.
